Analysis

This resolution directs the Department of Neighborhood Services to delay filling Housing Authority of the City of Milwaukee-related inspector positions until vacant inspector positions are underfilled.

Body

Whereas, On October 10, 2023, the Common Council passed File Number 230571, providing the Department of Neighborhood Services with the authority to inspect properties and enforce the building and zoning code at properties owned or managed by the Housing Authority of the City of Milwaukee; and

 

Whereas, The ordinance is set to take effect on January 1, 2024; and

 

Whereas, The 2024 Budget provides position authority for 5 and funding for 2 dedicated Housing Authority for the City of Milwaukee inspectors in the Department of Neighborhood Services; and

 

Whereas, The new positions responsible for inspecting Housing Authority properties will require experienced individuals, and will therefore need to be recruited internally from the Department of Neighborhood Services; and

 

Whereas, If inspectors within DNS are recruited into the new Housing Authority unit before replacements have been hired, it could create an inspection backlog in other neighborhoods that also face problematic housing or property conditions that need attention; and

 

Whereas, Ensuring these positions have been underfilled will minimize the chances of any one part of the city being underserved; and

 

Whereas, The 2024 Budget was adopted by Common Council File Number 230001 on November 3, 2023; and

 

Whereas, Amendment 54 placed a footnote in the 2024 Budget directing “the Department of Neighborhood Services (DNS)  not to fill the new DNS inspector positions for HACM until the vacated inspector positions are underfilled to ensure that no area of the city will be underserved because of the creation of the HACM positions”; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Neighborhood Services is directed to delay filling Housing Authority of the City of Milwaukee-related inspector positions until vacant inspector positions are underfilled.
