Resolution authorizing acceptance and expenditure of a 2020 Edward Byrne Memorial Justice Assistance (JAG) Grant.
Analysis:
This resolution authorizes acceptance and expenditure of a 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) from the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice, through Milwaukee County. Funds will be used to purchase new Taser Equipment (holsters, batteries, and cartridges), Portable Fingerprint Technology, Portable Radios with accessories, and additional Communications Equipment for the Milwaukee Police Department.

Whereas, Under the terms of CFDA #16.738, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Bureau of Justice Assistance, through Milwaukee County for an Edward Byrne Memorial Justice Assistance Grant (JAG); and
Whereas, The purpose of this grant is to fund purchases for various initiatives and projects; and
Whereas, The operation of this grant program from 10/01/2019 to 09/30/23 would cost $347,652 of which 100% would be provided by the grantor; and now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2021 Special Revenue -Grant and Aid Projects, the following amounts for the program titled: Edward Byrne Memorial Justice Assistance Grant (JAG):

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
3. Enter into agreements as detailed in the grant budget.
