This resolution amends Common Council File 020263 relative to application, acceptance and funding of the West Nile Virus Grant. The purpose of the grant is to coordinate bird surveillance as well as enhance overall surveillance of the disease in human and mosquito populations.

Body
Whereas, Common Council File 020263 authorized the Health Department to apply for, accept and fund the West Nile Virus Grant from the State of Wisconsin Division of Health and Family Services for the purpose of coordinating bird surveillance as well as enhancing overall surveillance of the disease in human and mosquito populations. This grant provided for a Grantor share total of $25,000; and
Whereas, The Grantor share for this program is increased by $165,595; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to commit funds within Project/Grant parent account of the 2002 Special Revenue-Grant and Aid Projects fund, the following amount for the project titled West Nile Virus Surveillance:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the 2002 grant budget funds for specified items of equipment;
2. Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
3. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance, Common Council File 010468, should be amended as follows:

Further Resolved, That all standard resolved clauses articulated in Common Council File 020263 remain applicable.
