Title
Substitute resolution relative to acceptance and funding of the Homicide Review Training and Technical Assistance Grant from the U.S. Department of Justice - Community Oriented Policing Services (COPS).
Analysis
This resolution authorizes the Health Department to accept and fund the Homicide Review Training and Technical Assistance Grant from the U.S. Department of Justice - Community Oriented Policing Services (COPS) in the amount of $241,027 provided by the grantor. The purpose of the grant is to provide training and technical assistance to local police departments and other criminal justice professionals in urban districts to build their capacity to prevent homicides and related events (e.g., nonfatal shootings and near fatal domestic violence incidents) using a "homicide review" prevention model.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Homicide Review Training and Technical Assistance Grant from the U.S. Department of Justice - Community Oriented Policing Services (COPS); and
 
Whereas, The operation of this grant project from 9/1/13 to 8/31/15 would cost $241,027 provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice - Community Oriented Policing Services (COPS) is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.   Commit funds within the Project/Grant Parent of the 2013 Special Revenue Grant and Aid Projects Funds, the following amount for the project titled Homicide Review Training and Technical Assistance Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
                  
1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Expend from the 2013 grant budget funds for training and out-of-town travel by departmental staff;
 
3.  Enter into leases and subcontracts as detailed in the grant budget; and
 
4.  Expend from the 2013 grant funds for equipment as deemed necessary for program operation.
