Resolution authorizing a Grant Agreement for professional services with Northwest Side Community Development Corporation (“NWSCDC”) for convening neighborhood stakeholders to support work in the Century City Neighborhood

Body
Whereas, Gorman and Company issued a check for $25,000 to the Redevelopment Authority of the City of Milwaukee (the “Authority”) through their scattered sites development, Century City Homeowners Initiative, LLC, with a closing date of December 30, 2015; and
Whereas, on behalf of the City of Milwaukee, the Authority was asked to be the fiscal agent for the funds with the original funds marked as a “Neighborhood Preparedness Fee” that would fund initiatives by the Century City Triangle Neighborhood Association (“CCTNA”), a neighborhood association that represents residents and other stakeholders in the Century City area; and
To date, the Authority has dispersed $3,800 to the CCTNA for a two-week “Art in the Park” community event that occurred in 2016, whereby the community was provided available resources that promote housing initiatives and green infrastructure projects; and
Whereas, The Authority continues to hold a balance of $21,200 that has been set aside to support additional CCTNA initiatives proposed in the Century City neighborhood; and
Whereas, The Authority wishes to ensure that residents remain informed and engaged in the redevelopment of the Century City neighborhood and believe the best way to accomplish this is to continue to work with neighborhood organizations that have a similar mission; and
Whereas, The CCTNA is in the best position to efficiently and cost-effectively manage the engagement and has requested the NWSCDC act as the fiscal agent for the remaining balance of funds and dispense those funds to CCTNA by entering into a Grant Agreement with the Authority; and
This Grant Agreement provides a maximum grant of $21,200 (the “Grant”) to NWSCDC from proceeds associated with Gorman and Company to pay for ongoing neighborhood efforts performed by CCTNA, as further described in the Grant Agreement accompanying this resolution; and
This Agreement sets forth the terms and conditions applicable to the implementation of the efforts by the CCTNA and the disbursement of Grant proceeds by the Authority through the NWSCDC; and
Whereas, The NWSCDC will maintain records documenting all expenditures made during the Grant Agreement period and will allow employees from the Authority to inspect records; and
Whereas, Staff recommends approval of the Grant Agreement with NWSCDC that ensures the required coordination and speed of completion, now, therefore, be it
Resolved, The Authority hereby awards the Grant in the maximum amount of $21,200 to NWSCDC to act as the fiscal agent for CCTNA to perform consulting services as they lead neighborhood initiatives; and be it
Further Resolved, that the proper officers of the Redevelopment Authority are authorized and directed to enter into the Grant Agreement in order to implement the convening of neighborhood stakeholders through planning, leadership coordination meetings, community meetings, and subcontracting with other organizations.
