Title:
Resolution authorizing application, acceptance, and funding of a Domestic Violence Liaison Project Grant (Police Department).

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Violence Against Women Act Grant from the US Department of Justice, through the Wisconsin Office of Justice Assistance in the amount of $33,095, with a grantor share of $26,476 and a city share of $6,619. The purpose of the project is to enhance programs and services for victims of domestic violence in the City of Milwaukee by employing one exempt Administrative Services Specialist position for six months. This position will assist domestic violence victims with short term care needs, following a domestic violence incident.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, through the Wisconsin Office of Justice Assistance for a Domestic Violence Liaison Project Grant; and

Whereas, The operation of this program from January 1, 2006 to June 30, 2006 would cost $33,095, of which $26,476 (75%) would be provided by the grantor and $6,619 (25%) would be provided by the city; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept the grant without further approval unless its terms change as indicated in Common Council File 030712 (Grant Ordinance); and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2006 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Domestic Violence Liaison Project Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it

Further Resolved, That the 2006 Positions Ordinance be amended as follows to reflect the change in footnot (A):

(A) Domestic Violence Liaison Project Grant. Position authority to expire 06/30/06 unless the Domestic Violence Liaison Project Grant funding is extended.
