Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Safe Havens Supervised Visitation and Exchange Project in Milwaukee County Grant from the Office on Violence Against Women (VAWA) at the Department of Justice in the amount of $399,995. The purpose of the grant is to develop and implement the first Supervised Exchange and Visitation Program (SEVP) in Milwaukee for victims of domestic violence, sexual assault, sexual abuse and stalking.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Office on Violence Against Women (VAWA) at the Department of Justice for the Safe Havens Supervised Visitation and Exchange Project in Milwaukee in order to develop and implement the first Supervised Exchange and Visitation Program (SEVP) in Milwaukee for victims of domestic violence, sexual assault, sexual abuse and stalking; and
Whereas, The operation of this grant project from 10/01/12 to 09/30/15 would cost $399,995 which would be provided entirely by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Office on Violence Against Women (VAWA) at the Department of Justice is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Safe Havens Exchange Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2012 grant budget funds for specific items of equipment;
3. Expend from the 2012 grant budget funds for training and out-of-town travel by departmental staff;
4. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2012 Positions Ordinance, C.C. File 110441, should be amended as follows:
