Title
A substitute ordinance relating to regular ethics training for city officials.

Analysis
This ordinance requires that every city official attend or view an educational program pertaining to the code of ethics as well as other statutes and ordinances relating to the conduct of public officials no less frequently than once per year. The medium and content of this program shall be determined by the city clerk in consultation with the board of ethics and the city attorney. In addition, this ordinance directs that the city clerk prepare and maintain an ethics handbook for city officials. The provisions of this ordinance shall take effect on January 1, 2005.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 350-210 of the code is created to read:
350-210. Annual Educational Requirement.
1. Every official shall, no less than once per calendar year, attend or view an educational program conducted by the department of employe relations pertaining to the code of ethics as contained in ch. 303 as well as other statutes and ordinances relating to the conduct of city officials. For the purposes of this section, "official" shall have the meaning set forth in s. 303-3-9.
2. The medium and content of this program shall be determined by the city clerk in consultation with the city attorney and the board of ethics. The city clerk shall also prepare and maintain a handbook for city officials summarizing the current law in the state of Wisconsin and the city of Milwaukee with respect to ethics and the conduct of city officials. Copies of the handbook shall be distributed to all officials and the contents published on the city's web site.
3. The department of employe relations shall apprise officials of the requirements of this section each year and provide officials with a form of affidavit indicating that they have attended or viewed that year's educational program. New officials shall be apprised of the requirements of this section by the department of employe relations during their orientation period.
4. Every official shall, upon attending or viewing that year's educational program, file a signed affidavit to that effect with the department of employe relations. The department of employe relations shall, as soon after the first of the year as is possible, file with the common council a list of all those officials who did not file this affidavit during the preceding calendar year.
Part 2. This ordinance shall take effect on January 1, 2005.
