TITL:
Resolution authorizing the allocation of funds from the Riverfront and Other Downtown Planning and Improvements Fund for the purpose of funding pedestrian and boat docking improvements at Highland Plaza East in conjunction with the downtown Milwaukee Riverwalk project. (DPW)
ANLS:
- ANALYSIS - This resolution allocates $40,000 from the Riverfront and Other Downtown Planning and Improvements Fund (PR01880000). These funds are to be used along with $60,000 from the Milwaukee Riverwalk project budget to complete Highland Plaza East, a public open space situated at the east terminus of the new Highland Avenue pedestrian bridge across the Milwaukee River.

BODY:
Whereas, The City of Milwaukee and Business Improvement District #15 have together funded and constructed the downtown riverwalk system; and

Whereas, The original riverwalk project extending from Clybourn Avenue on the south to the Schlitz Park office complex on the north is nearing completion; and

Whereas, One remaining element of the overall project yet to be completed is Highland Plaza East located at the eastern terminus of the new Highland Avenue pedestrian bridge; and

Whereas, The plaza site is a former City of Milwaukee surface parking lot; and

Whereas, The initial riverwalk plan assumed that the plaza would be completed in conjunction with redevelopment of the Rojahn Florist warehouse building immediately to the plaza's south; and

Whereas, Redevelopment of the warehouse is now not expected in the near future; and

Whereas, The plaza must be completed so that the riverwalk's continuity is not disrupted and so that the existing unattractive remnant of the former surface parking does not detract from the overall riverwalk system; and

Whereas, A total of $60,000 is available within the riverwalk project budget to develop the plaza; and

Whereas, In order to complete the plaza to the standards established for the rest of the riverwalk, a total of $100,000 would be required; and

Whereas, Funds to augment the $60,000 already committed are available in the Riverfront and Other Downtown Planning and Improvements Fund (PR01880000); now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the proper City officials are hereby authorized and directed to allocate $40,000 from the Riverfront and Other Downtown Planning and Improvements Fund (PR01880000) for the purpose of completing Highland Plaza East along the Milwaukee River; and, be it

Further Resolved, That these funds shall be expended in conformance with the rules, procedures and standards established for the riverwalk improvement project as spelled out in the amended Riverwalk Development Agreement for Business Improvement District #15; and, be it

Further Resolved, That the City Comptroller, in cooperation with the Commissioners of the Department of City Development and the Department of Public Works, is hereby authorized and directed to establish any and all project/segment/phase numbers in accordance with City guidelines as are necessary to maintain the fiscal control to carry out the intent and purpose of this resolution.
