Title
A substitute ordinance to further amend the 2024 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Office of the Director, Budget and Management Division, Community Development Grants Administration Division, Environmental Collaboration Office, Information and Technology Management Division, Office of Equity and Inclusion, Intergovernmental Relations Division, Purchasing Division), Assessor’s Office, City Attorney, City Treasurer, Common Council - City Clerk, Election Commission, Department of Emergency Communications, Department of Employee Relations, Fire and Police Commission, Fire Department, Health Department (Clinical Services Division; Environmental Health Division; Office of the Commissioner and Health Administration; Policy, Innovation & Engagement Division), Library, Municipal Court, Department of Neighborhood Services, Police Department, Port Milwaukee, Department of Public Works (Administrative Services Division), Department of Public Works (Infrastructure Services Division), Department of Public Works - Operations Division (Administration Section, Forestry Section), Department of Public Works - Water Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Administration, Environmental Collaboration Office”, add one position of “Environmental Sustainability Program Coordinator (DD)” and add footnote (DD) to read:
“(DD) United States Department of Agriculture Urban Forestry Grant (USDAUF) Position Authority for the Environmental Sustainability Program Coordinator to expire if grant funding is discontinued or on 12/31/2025, unless the USDAUF is extended.”
Under “Common Council-City Clerk, License Division”, amend footnote designation (E) to read:
“(E) Two positions designated as bilingual.”
Under “Health Department, Clinical Services Division”, amend footnote (HUDL) to read:
“(HUDL) To expire 12/1/2027 unless the 2023 HUD Lead Hazard Reduction grant is extended.”
Under “Health Department, Environmental Health Division, amend footnote (HUDL) to read:
“(HUDL) To expire 12/1/2027 unless the 2023 HUD Lead Hazard Reduction grant is extended.”
Under “Home Environmental Health”, delete footnote designation (HUDL) from one position of “Home Environmental Health Inspector 4 (X)(HUDL)”.
Under “Department of Administration, Office of the Director”, add footnote designation (CCR) to one position of “Administration Director (B)(P)(Y)” and add footnote (CCR) to read:
(CCR) Shall annually contact each member of the Common Council for the purpose of obtaining feedback from each Council member relating to that person’s performance in their position; and shall annually report to the Common Council on the results of the feedback obtained.
Under “Office of Equity and Inclusion”, add footnote (CCR) to one position of “Chief Equity Officer”.
Under "Department of Administration - Budget and Management Division”, add footnote designation (CCR) to one position of “Budget and Management Director (A)(Y)” and add footnote (CCR) to read:
(CCR) Shall annually contact each member of the Common Council for the purpose of obtaining feedback from each Council member relating to that person’s performance in their position; and shall annually report to the Common Council on the results of the feedback obtained.
Under “Department of Administration - Information and Technology Management Division”, add footnote designation to one position of “Chief Information Officer (Y)” and add footnote (CCR) to read:

Part 2. Part 1, Section 1 of ordinance File Number 230641 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2024 - January 21, 2024):
Under “Department of Administration, Information and Technology Management Division, Policy and Administration Section”, delete one position of “Administrative Specialist-Senior” and add one position of “Financial Specialist”, and delete one position of “IT Security and Audit Compliance Analyst” and add one position of “Information Security Manager”.
Under “Applications and Development Section”, delete one position of “GIS Developer - Senior” and add one position of “GIS Analyst - Senior”.
Under “City Attorney, Administrative Division”, delete one position of “IT Support Specialist-Senior” and add one position of “Business Systems Coordinator”.
Under “City Treasurer, Administration”, delete one position of “Business Systems Coordinator” and add one position of “Business Systems Analyst”, and delete one position of “IT Support Specialist” and add one position of “Business Systems Analyst”.
Under “Department of Emergency Communications”, de1ete one position of “Emergency Communications Project Manager” and add one position of “Business Systems Manager”, and delete two positions of “Emergency Communications System Administrator” and add two positions of “Business Systems Administrator”.
Under “Department of Employee Relations, Operations Division, Compensation and Pay Administration Services”, delete one position of “HRIS Analyst” and add one position of “Functional Applications Administrator”.
Under “Fire Department, Support Services Bureau Decision Unit, Technical Services / Dispatch Division”, delete one position of “Systems Analyst-Senior” and add one position of “Fire Systems Analyst-Senior”, and delete two positions of “Systems Analyst-Assistant” and add two positions of “Business Systems Analyst”.
Under “Health Department, Clinical Services Division, Laboratory”, delete one position of “Laboratory Data Specialist (LAMD)” and add one position of “Biothreat Coordinator (LAMD)”.
Under “Health Department, Policy, Innovation & Engagement Division, Community Health Planning and Coordination”, delete one position of “Epidemiologist (X)(SRG)” and add one position of “Epidemiologist-Senior (X)(SRG)”.
Under “Library, Administrative Services Decision Unit, Facilities and Fleet Section”, delete one position of “Program Assistant II” and add one position of “Facilities Program Assistant”.
Under “Mechanical Unit”, delete one position of “Facilities Control Specialist (X)” and add one position of “HVAC Maintenance Technician-Senior (X)”.
Under “Information Technology Section”, delete one position of “Network Manager (X)(Y)” and add one position of “Library Information Services Manager (X)(Y)”, delete one position of “Network Analyst-Senior (X)” and add one position of “Library Information Services Supervisor (X)”, delete two positions of “IT Support Specialist (X)” and add two positions of “IT Support Specialist-Senior (X)”, and delete one position of “Office Assistant IV” and add one position of “IT Support Associate”.
Under “Municipal Court, Information Technology”, delete two positions of “IT Support Specialist-Senior” and add two positions of “Business Systems Coordinator”.
Under “Department of Neighborhood Services, Information Technology Division”, delete one position of “Network Manager (X)” and add one position of “Data Services Manager (X)”.
Under “Police Department, Information Technology Division”, delete one position of “Information Services Manager-MPD” and add one position of “IT Support Services Manager”, delete one position of “Data Services Manager” and add one position of “Applications Support Manager”, delete one position of “Data Communications Specialist” and add one position of “Applications Support Analyst”, delete one position of “Network Manager” and add one position of “Network Infrastructure Manager”, and delete one position of “Systems Security Administrator” and add one position of “Systems Security Manager”.
Under “Department of Public Works - Operations Division, Administration Section”, delete one position of “DPW Operations Business Analyst” and add one position of “Business Systems Coordinator”.
Under “Forestry Section, Field Operations”, add one position of “Urban Forestry Technical Services Manager (DD)” and add footnote (DD) to read:

Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2024 (January 21, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
