Substitute resolution authorizing City of Milwaukee participation in Milwaukee County's proposed improvement of North Lincoln Memorial Drive from a point approximately 900 ft. + or - north of East Michigan Street to the intersection at North Lake Drive/East Kenwood Boulevard.

This substitute resolution authorizes and directs the Commissioner of Public Works to undertake design of street lighting and signal modifications in conjunction with Milwaukee County's reconstruction of North Lincoln Memorial Drive from a point north of East Michigan Street to East Kenwood Boulevard/North Lake Drive. It also establishes a subaccount to fund the City's plan review and project coordination costs, and authorizes the City Engineer to negotiate, and the Commissioner of Public Works to execute, agreements for the operation and maintenance of the street lights and signals after construction.
BODY:
Whereas, The improvement of North Lincoln Memorial Drive from a point north of East Michigan Street to East Kenwood Boulevard/North Lake Drive is included in the "Transportation Improvement Program for the Milwaukee Urbanized Area: 1997-1999," to be undertaken and funded entirely by Milwaukee County; and
Whereas, Milwaukee County has requested by letter of December 16, 1996, a copy of which is attached to Common Council Resolution File Number 970108 and is incorporated in this resolution by reference as though set forth in full, that the City of Milwaukee provide design services for street lighting; and
Whereas, Milwaukee County has requested, by letter of January 21, 1997, a copy of which is attached to Common Council Resolution File Number 970108 and is incorporated in this resolution by reference as though set forth in full, that the City design the necessary traffic signalization associated with the project; and
Whereas, Milwaukee County has indicated that the City's costs associated with lighting design and signal design will be at the sole expense of Milwaukee County; and
Whereas, It is anticipated that Milwaukee County will request that the City undertake the operation and maintenance of the lights and signals in the future; and
Whereas, It is anticipated that the City will incur additional, nonreimbursable costs associated with plan review and project coordination; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to undertake design activities associated with street lighting and signal modifications, with costs to be fully reimbursed by Milwaukee County; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to bill Milwaukee County for costs incurred, and, be it
Further Resolved, that the City Comptroller is hereby authorized to create, within the Capital Improvement Fund - Grant and Aid Projects, the necessary accounts for preliminary engineering for these projects (Expenditure and Revenue), and transfer to these accounts the amount required but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater and to transfer the corresponding offsetting revenue as follows:

Further Resolved, That the City Engineer is authorized to negotiate, and the Commissioner of Public Works is authorized to execute, agreements with Milwaukee County for the future operation and maintenance of street lights and signals on North Lincoln Memorial Drive from a point north of East Michigan Street to East Kenwood Boulevard/North Lake Drive.
