Title
A substitute ordinance to further amend the 2024 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
All Departments, Department of Administration (Officer of the Director, Information and Technology Management Division, Office of Community Wellness and Safety, Purchasing Division), Department of City Development, City Treasurer, Common Council-City Clerk, Comptroller, Fire Department, Health Department (Clinical Services Division, Environmental Health Division), Library, Municipal Court, Department of Neighborhood Services, Police Department, Department of Public Works (Administrative Services Division, Infrastructure Services Division; Operations Division - Administration Division; Fleet Services Section, Sanitation Section; Sewer Maintenance Fund, Water Works)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 1FX, delete the title of “Sewer Maintenance Program Managr (1)” and add the title of “Sewer Maintenance Program Manager (1)”.
Part 2. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2023 - November 26, 2023):
Under Pay Range 1GX, delete the title of “Long Range Planning Manager (2) (6) (7)”; delete footnotes (2), (6), and (7) in their entirety; and renumber remaining footnotes accordingly.
Under Pay Range 1NX, add the title of “Electrical Inspection Supervisor (8)” and add new footnote (8) to read:

Part 3. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2024 - April 28, 2024):
Under Pay Range 1IX, delete the title of “Community Wellness and Safety Director (1) (2)”.
Part 4. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2024 - September 1, 2024):
Under Pay Range 1FX, delete the title of “Water Customer Services Supervisor (1)” and add the title of “Water Customer Service Supervisor (1)”.
Under Pay Range 1MX, sort all titles to be in alphabetical order.
Part 5. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2LX, amend footnote (17) to read:
(17) An employee possessing a Real Estate Salespersons or Broker License to be paid an additional 3%.
Part 6. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2023 - April 30, 2023):
Under Pay Range 2IN, amend footnote (1) to read:
(1) An employee will receive a special attainment rate of $30 biweekly for a related nursing certification as designated by the Commissioner of Public Health. Certifications must be maintained to continue to receive the additional rate.
Part 7. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2024 - January 21, 2024):
Under Pay Range 2JX, add the title of “Public Safety Geographic Information Analyst (11)” and add new footnote (11) to read:

Part 9. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 13, 2024 - June 9, 2024):
Under Pay Range 2EN, delete the title of “Municipal Research Library Reference Assistant (1)” and add the title of “Municipal Research Library Services Assistant (1)”.
Part 10. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2024 - September 1, 2024):
Under Pay Range 2KX, sort all titles to be in alphabetical order.
Part 11. Part 1, Section 4 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2023 - May 28, 2023):
Under Pay Range 4C - Pay Range 804, delete the title of “Forensic Investigator (2) (3) (4) (5) (6) (7)”.
Under Pay Range 4KN, amend the pay range title to read “4KN - Pay Range 806”; add the title of “Forensic Investigator (1) (2) (3) (4) (5) (6)”; and add the following footnotes and rate tables:

Under Pay Range 4EN, delete the title of “Milwakee Overdose Response Initiative Lead Assistant (2) (3)” and add the title of “Milwaukee Overdose Response Initiative Lead Assistant (2) (3)”.
Part 13. Part 1, Section 5 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2024 - September 1, 2024):
Under Pay Range 5IN, delete footnote (8) from the title of “Program Assistant II (8)”, delete footnote (8) in its entirety, and renumber remaining footnotes accordingly.
Part 14. Part 1, Section 7 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 7KN, add footnote designation (16) to the title of “Mason (3) (6)” and add new footnote (16) to read:

Under Pay Range 8CN, amend footnote (4) to read:
(4) When assigned to work on the pole rig crew, an employee shall be paid at the Electrical Services Laborer 2 pay rate.
Under Pay Range 8FN, delete the title of “Utility Crew Worker (2)” and delete footnote (2) in its entirety, and renumber remaining footnotes accordingly.
Under Pay Range 8JN, delete footnote designation (5) from the title of “Special Equipment Operator III (1) (3) (4) (5)”.
Part 16. Part 2, Section 3 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2024 - September 1, 2024):
Under Part II: Section 3: Salary at time of Appointment, amend paragraph B. to read:
B. Recruitment of Officials and Administrators (Section 1) and Professionals (Section 2): In the event it becomes necessary to recruit at a rate above the minimum, unless otherwise noted in Part I, positions classified as Officials and Administrators or Professionals in pay ranges 1AX-1KX, 2AX-2OX, and 2AN-2MN may be authorized at any rate in the pay range with the approval of the Department of Employee Relations. Positions classified as Officials and Administrator or Professionals in pay ranges 1LX-1XX and 2PX-2TX may be authorized at any rate in the pay range with the approval of the Department of Employee Relations and the Chair of the Committee on Finance and Personnel.
A department head who disagrees with a decision of the Department of Employee Relations and/or the Chair of the Finance and Personnel Committee made under this section may file with the City Clerk a request for review by the Finance and Personnel Committee. The decision of the Finance and Personnel Committee shall be final.
A listing of appointments made pursuant to this provision shall be maintained by the Department of Employee Relations and communicated to the Committee on Finance and Personnel as requested. Recruitment for purposes of this provision includes appointments after promotion.
Part 17. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 18. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2023 (April 30, 2023).
Part 19. The provisions of Part 11 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2023 (May 28, 2023).
Part 20. The provisions of Parts 1, 14, and 15 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 21. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 25, 2023 (November 26, 2023).
Part 22. The provisions of Part 7 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2024 (January 21, 2024).
Part 23. The provisions of Part 8 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2024 (March 3, 2024).
Part 24. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2024 (April 28, 2024).
Part 25. The provisions of Part 9 of this ordinance are deemed to be in force and effect from and after Pay Period 13, 2024 (June 9, 2024).
Part 26. The provisions of Part 12 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2024 (August 4, 2024).
Part 27. The provisions of Parts 4, 10, 13, and 16 of this ordinance are deemed to be in force and effect from and after Pay Period 19, 2024 (September 1, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part . This ordinance will take effect and be in force from and after its passage and publication.
