Analysis
This resolution directs the Commissioner of Public Works to execute a revised SMA for the project agreement with the Wisconsin Department of Transportation for the improvement of West Fond Du Lac Avenue (STH 145) from West Capitol Drive to North 68th Street. This project is approved and included in the Wisconsin Department of Transportation current Connecting Highway Program. The City of Milwaukee is responsible for 25% of the preliminary engineering costs. City costs for the participating portion of construction for this project will be dependent upon the percentage of parking allowed, currently estimated to be 7.3%. The estimated total cost of this project is $16,058,000, which is an increase of $9,194,550. The City's share is $830,350 and the grantor's share is $15,227,650; with an increase in Preliminary Engineering cost of $225,600 with a estimated City share of $56,400, and grantor's share of $169,200.

Whereas, A project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for the improvement of West Fond Du Lac Avenue (STH 145) from North 60th Street to North 68th Street, with Federal and State aid under the State Connecting Highway Program, in accordance with the Common Council resolution file number 110821 adopted November 2, 2011; and
 
Whereas, the City of Milwaukee requested and the Wisconsin Department of Transportation has approved adding the section of West Fond Du Lac Avenue (STH 145) from West Capitol Drive to North 60th Street; resulting in an increase in estimated engineering and  construction costs from the original agreement; and
 
Whereas, A revised for project agreement with the updated project costs has been received from the Wisconsin Department of Transportation, to be executed by the City of Milwaukee, under the State Connecting Highway Program; and
 
Whereas, Construction funds for the project will be included in a future resolution; now therefor, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a revised SMA and project agreement for the improvement of West Fond Du Lac Avenue (STH 145) from West Capitol Drive to North 68th Street, under the State Connecting Highway Program; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to transfer to the appropriate accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10% increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
