Resolution relating to expenditure of funds to be reimbursed by greater than anticipated revenue for the purchase of low-emission vehicles.

Analysis

In 2025, the City of Milwaukee, through its Environmental Collaboration Office, filed for elective pay tax credits from the federal government for the purchase of electric vehicles in 2024.  The City received a $7,841.20 payment for this filing in 2026 including the $7,500 tax credit and accrued interest. This resolution authorizes $7,500 in additional budget authority to the Department of Public Works to apply toward the purchase of electric or low-emission vehicles in 2026.

Body

Whereas, the City of Milwaukee’s Climate and Equity Plan identifies "Electrify Transportation" as a "Big Idea" to reduce local air pollution and climate change risks from petroleum-based vehicle fuels; and

 

Whereas, the Environmental Collaboration Office was authorized to identify and file for tax-credit eligible clean energy projects; and

 

Whereas, city ordinance 310-18 directs City agencies to purchase, to the greatest extent practicable, low- or zero-emission vehicles;

 

Whereas, in 2024, the Department of Public Works purchased a tax-credit eligible Ford Lighting electric-powered truck; and

 

Whereas, the Environmental Collaboration Office has been working collaboratively with the Department of Public Works to install more charging infrastructure in various Public Works facilities through funding from City’s Energy Efficiency Conservation Block Grant; and

 

Whereas, the Comptroller has certified that greater than anticipated revenue in the amount of $7,841.20, including the $7,500 tax credit and $341.20 in accrued interest, pursuant to s. 304-91,

 

Pursuant to s. 304-91, I hereby certify that the money required for this is to be realized on or before December 31, 2026, and is to be expended only for the purposes specific in this resolution.

Resolved, By the Common Council of the City of Milwaukee, that the Comptroller is hereby authorized and directed to increase appropriations in the amount of $7,500 in the Department of Public Works  (0001-5452-0001-R999-006800) and to increase the estimated revenues (0001-1517-D168-985132) toward the purchase of additional electric or low-emission vehicles; and, be it

 

Further Resolved, That the Comptroller is authorized and directed to establish the necessary accounts and accounting procedures to carry out the intent of this resolution.
