Resolution approving an award of contract for architectural and engineering services for Phase 2 of Westlawn Gardens to Torti Gallas and Partners, Inc. an amount not to exceed $10,000,000.00

Body
WHEREAS, the Housing Authority of the City of Milwaukee (Authority) began revitalization activities for the Westlawn Housing Development in 2009 and, at that time solicited competitive proposals for planning and architectural/engineering services; and
WHEREAS, the Authority awarded a contract to Torti Gallas and Partners, Inc. of Silver Spring, Maryland to perform those services which included a general planned development for the entire site (eastern and western portions), which was approved by the City of Milwaukee; and
WHEREAS, in the interest of continuity of plan/design and of saving time and money the Authority requested approval by the U.S. Department of Housing and Urban Development (HUD) for a non-competitive procurement of the services required for the second phase (western portion) to be provided by Torti Gallas and Partners, Inc. and HUD granted the approval in a letter dated February 23, 2016; and
WHEREAS, Torti Gallas and Partners, Inc. provided a fee proposal and a preliminary schedule and staff of the Authority recommends that Torti Gallas and Partners, Inc. be awarded the contract; now, therefore, be it
RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that they be and hereby authorize and approve accepting the proposal of and entering into a contract with Torti Gallas and Partners, Inc. for professional services for the planning and architectural/engineering services for the revitalization of Westlawn, Phase 2, in an amount not to exceed $10,000,000.00; and, be it
FURTHER RESOLVED, funds for these services will come from the Choice Neighborhood Initiative (CNI) grant from HUD and from mixed finance; and, be it
FURTHER RESOLVED, that the proper officers of the Authority be and hereby are authorized and directed to properly execute said contract for and on behalf of the Authority; and, be it
FURTHER RESOLVED, that if any extensions of the time of performance are needed, the Chairman and Secretary-Executive Director may approve such request without any further action of the Authority; and, be it
FURTHER RESOLVED, that all acts previously performed, relative to this matter, by the Commissioners and the Secretary-Executive Director of the Authority, be and hereby are approved, ratified, and confirmed in all respects.
