Resolution relative to application, acceptance and funding of the Lead Research Grant. (Health Department)
ANLS:
This resolution authorizes the Health Department to apply for, accept and fund the Lead Research Grant project from the National Center for Lead- Safe Housing in the amount of $11,042 with a city share of $3,542 and a grantor share of $7,500. The purpose of the project is to evaluate risk assessment protocols and evaluate which environmental tests are most predictive of childhood lead exposure.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the National Center for Lead-Safe Housing for the evaluation of which environmental tests are most predictive of childhood lead exposure; and
 
Whereas, The operation of this grant project from 05/01/97 to 10/31/97 would cost $11,042 of which $3,542(32%) would be provided by the city and $7,500(68%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the National Center for Lead-Safe Housing is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Lead Research Grant: .nf
 
Account No. Account Amount 15-010-0100 Grantor Share $ 7,500 15-010-0101 In-kind City Share $ 3,542 15-010-0102 Out-of-Pocket City Share $ -0- (Current Levy) .fi
 
2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
 
3. Establish the necessary grant performance submeasures; and, be it
 
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
 
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Expend from the 1997 grant budget funds for training and out-of-town travel by departmental staff.
