Title
Substitute resolution authorizing the Police Department and Fire Department to accept and expend donations for funding police officer and firefighter salaries.
Analysis
This resolution authorizes the Police Department and Fire Department to accept and expend donations for funding police officer and firefighter salaries. Donations shall only be used to increase the Police and Fire Department’s average daily sworn strength in 2018 and in subsequent years beyond the average daily sworn strength provided for in the 2018 Adopted Budget. If donated funds are not used in this manner within three years of receipt, the funds shall be returned to the donor.
Body
Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received by the City; and
Whereas, The Milwaukee Police Department and Milwaukee Fire Department frequently receive inquiries from residents, foundations and other entities regarding donating funds for supplementing police officer and firefighter salaries in Milwaukee; and
Whereas, It is in the City’s best interest to augment sources of revenue to achieve the goal of providing robust protective services to residents city-wide; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Police Department is authorized to accept and expend donations for supplementing police officer salaries in an amount not to exceed $1 million; and, be it
Further Resolved, That acceptance of donations pursuant to this resolution is conditioned upon the Chief of Police agreeing to use the donated funds solely to increase the average daily sworn strength in 2018 and in subsequent years beyond the average daily sworn strength provided for in the 2018 Adopted Budget; and, be it
Further Resolved, That if the Chief of Police does not use funds donated pursuant to this resolution in the manner described within three years of receipt of funds, the funds shall be returned to the donor; and, be it
Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the budget for the expenditure of the contributions; and, be it
Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Contribution Fund-General, account number 0001-2110-D001-006300, and the Estimated Revenue account for contributions, account number 0001-2110-0001-009850 to the Police Department’s Special Account 0001-3310-006000-DXXX, and the Police Department’s Estimated Revenue account 0001-3310-0001-009850 for the purposes set forth in this resolution in an amount not to exceed $1 million; and, be it
Further Resolved, That the Milwaukee Fire Department is authorized to accept and expend donations for supplementing firefighter salaries in an amount not to exceed $1 million; and, be it
