Title
Substitute resolution authorizing and directing the Commissioner of Public Works to execute a State/Municipal Agreement with the Wisconsin Department of Transportation (WISDOT) relative to the City's local review costs associated with the reconstruction of the Marquette Interchange.
Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a State/Municipal Project Agreement with the WISDOT to cover the City's local review costs associated with the reconstruction of the Marquette Interchange.  These costs, estimated to be $100,000.00 will occur primarily over the next 18 months and may extend on a limited basis to the end of 2007.  This resolution also authorizes and directs the City Comptroller to transfer funds to the project subaccount for the various costs associated with this project.
Body
Whereas, The Wisconsin Department of Transportation (WISDOT) is preparing to reconstruct the Marquette Interchange, generally including I-43 from approximately West Walnut Street to West National Avenue I-794 from approximately the Milwaukee River to the High Rise Bridge, and I-94 from the High Rise to approximately North 26th Street commencing in late 2003 and continuing through the end of 2007; and
 
Whereas, The Department of Public Works, as well as other City departments, has expended considerable time and effort in working with the WISDOT in Conceptual and Preliminary Design of the Interchange and its impacts on City streets and Facilities over the last 2 years in order to best protect the City's and its citizen's interests resulting in a design concept satisfactory to the WISDOT, Milwaukee County, the City of Milwaukee, its citizens and most of all, the Central Business District community; and
 
Whereas, In preparation for construction activities to commence in late 2003, the WISDOT has entered the Final Engineering stage of the project and the preparation of actual Construction Documents.  In order that these Documents accurately reflect the work that needs to be done and addresses the City's interests and design standards, considerable staff review and engineering time will be required over the next 18 months and continued coordination through the duration of the project activities; and
 
Whereas, We have estimated this effort to be in the $75,000.00 to $100,000 range and have asked the WISDOT for reimbursement of our costs in providing professional consultation, plan review, and project coordination; and
 
Whereas, The WISDOT has provided a STATE/MUNICIPAL AGREEMENT FOR A HIGHWAY IMPROVEMENT PROJECT I.D. NO. 1060-05-03/04/05/06, Marquette Interchange (PROJECT AGREEMENT) that provides for 100% reimbursement of City of Milwaukee costs for Preliminary Engineering and State Review Services estimated to be $100,000.00; and
 
Whereas, The terms of PROJECT AGREEMENT have been reviewed and found to be acceptable; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the STATE/MUNICIPAL AGREEMENT FOR A HIGHWAY IMPROVEMENT PROJECT I.D. NO. 1060-05-03/04/05/06, Marquette Interchange (PROJECT AGREEMENT), a copy of which is attached to and incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized and directed to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure), and transfer to these accounts the amount required under the PROJECT AGREEMENT and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor share and local share or $5,000, whichever is greater, as follows:
