Body
Whereas, A 24-month Mail-Back Prescription Drug Pilot Program has been developed by the City of Milwaukee, Milwaukee Metropolitan Sewerage District, and CVS Pharmacy with the support of the Wisconsin Office of the Attorney General, Milwaukee District Office, and the United States Drug Enforcement Agency (DEA); and
Whereas, The Mail-Back Prescription Drug Pilot Program will use tamper-proof mail-back envelopes which will be distributed free of charge to residents in participating Milwaukee County area CVS Pharmacies and local participating police departments, including the Milwaukee Police Department; and
Whereas, Mail-back envelopes will be pre-addressed for delivery by the United States Postal Service (USPS) to participating police departments; and
Whereas, Pursuant to a Cooperation Agreement between the City of Milwaukee, Milwaukee Metropolitan Sewerage District and CVS Pharmacy regarding the Mail-Back Prescription Drug Pilot Program, the City of Milwaukee agrees to assume receipt of sealed mail-back envelopes at Milwaukee Police Department stations, sub-stations and Milwaukee Police Department-sanctioned USPS Post Office Boxes (Common Council File No. 151803, a copy of which is attached to this file); and
Whereas, In accordance with DEA regulations, the USPS has adopted standards applicable to mail-back programs of pharmaceutical drugs as set forth in 453.7, Publication 52, Hazardous, Restricted and Perishable Mail; and
Whereas, The USPS requires the City of Milwaukee to provide proof of sufficient financial responsibility to cover up to $50,000 for disposal costs of residual mail-back envelopes held by the USPS if the City of Milwaukee ceases collecting mail-back envelopes under the Mail-Back Prescription Drug Pilot Program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee agrees to abide by the standards applicable to mail-back programs of pharmaceutical drugs as set forth by the United States Postal Service (USPS) in 453.7, Publication 52, Hazardous, Restricted and Perishable Mail; and, be it
Further Resolved, That the City of Milwaukee agrees to cover up to $50,000 for disposal costs of residual mail-back envelopes held by the USPS if the City of Milwaukee ceases collecting mail-back envelopes under the Mail-Back Prescription Drug Pilot Program; and, be it
Further Resolved, That this resolution shall satisfy the USPS requirement of proof of the City of Milwaukee’s sufficient financial responsibility for covering disposal costs of residual mail-back envelopes with respect to the City of Milwaukee’s request for authorization from the USPS to conduct the Mail-Back Prescription Drug Pilot Program.
