Title:
Substitute resolution relative to application, acceptance and funding of a State of Wisconsin Department of Corrections grant for the City of Milwaukee Drivers License and Employment Project. (Community Development Grants Administration)
Analysis:
This resolution authorizes the Community Development Grants Administration to apply for and fund the Drivers License and Employment Project from the State of Wisconsin, Department of Corrections in the amount of $75,000 with the City share of $0 and a grantor share of $75,000. The purpose of the project is to assist low income residents of the City of Milwaukee in the recovery of their Drivers License.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin, Department of Corrections for the Drivers License and Employment Project; and
Whereas, The operation of this grant from 04/01/2008 to 03/31/2009 would cost $75,000 for the Drivers License and Employment Project of which $75,000 would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application and required certifications and assurances to the State of Wisconsin, Department of Corrections is authorized and the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grants change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2008 Special Revenue- Grant and Aid Projects, the following amounts for the program titled: "Driver’s License Recovery and Employability Program":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels: budget against these Project/Grant values the amount required under the grant agreement; and
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Community Development
Grants Administration which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the
grant budget and incur costs consistent with the award date;
2. Enter into a subcontract as detailed in the grant budget.
