Title
Resolution directing the Department of Public Works-Operations Division to conduct a study relating to implementing a pilot Pay-as-You-Throw program.
Analysis
This resolution directs the Department of Public Works-Operations Division to conduct a study that will examine implementation of a pilot Pay-as-You-Throw program in a targeted area. The resolution further directs DPW to create a report demonstrating how the program could be implemented and to report its findings to the Common Council no later than March 31, 2018.
Body
Whereas, The Department of Public Works lists as part of its goals and objectives for 2018 the reduction of solid waste sent to landfills and increase household recycling; and
Whereas, A high-performance recycling program generates revenue for recyclables and reduces garbage tipping fees; and
Whereas, The State of Wisconsin regularly increases tipping costs, necessitating a $100,000 increase in the 2018 Budget for landfill tipping fees and recycling processing; and
Whereas, The three-phase “40 by 2020: A Clear Vision to the Future” solid waste diversion program started in 2011 with the goal of increasing the percentage of solid waste diverted from landfills to 40% by the year 2020, and the City is currently in the third phase, which includes increasing diversion of materials and distributing right-sized garbage carts; and
Whereas, One option for increasing diversion from landfills includes a Pay-as-You-Throw collection system, which partially bases residents’ solid waste fees on the amount of garbage thrown away; and
Whereas, A Pay-as-You-Throw system may encourage residents to recycle as evidenced by its success in other large cities; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works-Operations Division is directed to conduct a study that will examine implementing a pilot Pay-as-You-Throw program in a targeted area; and, be it
Further Resolved, That the Department of Public Works-Operations Division shall submit a report of how the program could be implemented and its findings to the Common Council no later than March 31, 2018.
