Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $1,748,100.  The total estimated cost of these projects is $1,908,200.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

2nd Aldermanic District

 

W. Grantosa Dr. (Excluding Structure) - N. 68th St. to W. Fond du Lac Ave. (ST211060137) File Number 051660:  Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, and sodding. (Assessable Reconstruction Paving Fund -- $82,600; Nonassessable Reconstruction Paving Fund -- $275,000).  The total estimated cost for this project including the requested amount is $403,200.  This project is anticipated to be completed during the 2007 construction season.

 

4th Aldermanic District

 

W. Kilbourn Ave. - N. 27th St. to N. 29th St. (ST211070169) File Number 070785:  Installing traffic calming devices. (Assessable Reconstruction Paving Fund -- $2,000) The total estimated cost for this project including the requested amount is $7,000.  This project is anticipated to be completed during the 2007 construction season.

 

N. 28th St. - W. Wells St. to W. Kilbourn Ave. (ST211070163) File Number 070785:  Installing traffic calming devices. (Assessable Reconstruction Paving Fund -- $1,200).  The total estimated cost for this project including the requested amount is $7,200.  This project is anticipated to be completed during the 2007 construction season.

 

N. 31st St. - W. Wisconsin Ave. to W. Wells St. (ST211070165) File Number 070785:  Installing traffic calming devices. (Assessable Reconstruction Paving Fund -- $2,100).  The total estimated cost for this project including the requested amount is $7,100.  This project is anticipated to be completed during the 2007 construction season.

 

N. 32nd St. - W. Wisconsin Ave. to W. Wells St. (ST211070167) File Number 070785:  Installing traffic calming devices. (Assessable Reconstruction Paving Fund -- $2,200).  The total estimated cost for this project including the requested amount is $7,200.  This project is anticipated to be completed during the 2007 construction season.

 

N. 34th St. - W. Wells St. to W. Kilbourn Ave. (ST211070168) File Number 070785:  Installing traffic calming devices. (Assessable Reconstruction Paving Fund -- $1,800)  The total estimated cost for this project including the requested amount is $6,800.  This project is anticipated to be completed during the 2007 construction season.

 

5th Aldermanic District

 

W. Flagg St. (Extended) - A point 130 feet m/l west of N. 119th St. to N 121st St. (SW170060109) File Number 061231:  Install new storm and sanitary sewers. (Nonassessable Expansion of Capacity Sewer Fund -- $171,000).  The total estimated cost for this project including the requested amount is $176,000.  This project is anticipated to be completed during the 2007 construction season.

 

N. 121st St. - A point 300 feet m/l south of W. Bobolink Ave. to W. Bobolink Ave., and N. 121st St. (Easterly Half) - A point 450 feet m/l south of W. Bobolink Ave. to a point 300 feet m/l south of W. Bobolink Ave. (ST210060101) File Number 061231:  Asphaltic concrete construction, rural cross section, and sodding. (Assessable Reconstruction Paving Fund -- $50,700; Nonassessable Reconstruction Paving Fund -- $20,000).  The total estimated cost for this project including the requested amount is $85,700.  This project is anticipated to be completed during the 2007 construction season.

 

N. 121st St. - A point 455 feet m/l south of W. Bobolink Ave. to W. Bobolink Ave. (WT410061126/WT420070003) File Number 050024:  Install new water main. (Nonassessable Water Fund -- $73,300; Assessable Water Fund -- $21,700).  The total estimated cost for this project including the requested amount is $105,000.  This project is anticipated to be completed during the 2007 construction season.

 

N. 121st St. - A point 450 feet m/l south of W. Bobolink Ave. to W. Bobolink Ave. (SW170060110) File Number 061231:  Install new storm and sanitary sewers. (Nonassessable Expansion of Capacity Sewer Fund -- $40,200; Assessable Expansion of Capacity Sewer Fund -- $23,800).  The total estimated cost for this project including the requested amount is $69,000.  This project is anticipated to be completed during the 2007 construction season.

Alley between W. Finn Pl., W. Nash St., N. 18th St., and N. 19th St. (ST212070105) File Number 060138:  Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, and storm drainage facilities where necessary. (Assessable Reconstruction Paving Fund -- $31,500; Nonassessable Reconstruction Paving Fund -- $25,000).  The total estimated cost for this project including the requested amount is $64,500.  This project is anticipated to be completed during the 2007 construction season.

 

15th Aldermanic District

 

W. Medford Ave. (South Side) - N. 24th St. to W. Meinecke Ave. (ST211050153) File Number 051444:  Replace all curb and gutter, sidewalk and driveway approaches, and sodding. (Assessable Reconstruction Paving Fund -- $4,700; Nonassessable Reconstruction Paving Fund -- $25,000 ).  The total estimated cost for this project including the requested amount is $33,200.  This project is anticipated to be completed during the 2007 construction season.

 

W. Meinecke Ave. - W. Medford Ave. to N. 25th St. (ST211020112) File Number 050024:  Asphalt pavement resurfacing, replace all curb and gutter, replace sidewalk and driveway approaches where needed, sodding, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $15,300; Nonassessable Reconstruction Paving Fund -- $65,000) The total estimated cost for this project including the requested amount is $93,800.  This project is anticipated to be completed during the 2007 construction season.

 

W. North Ave. - W. Fond du Lac Ave. to N. 25th St. (ST211050107) File Number 050805:  Concrete pavement reconstruction, replace all curb and gutter, and sidewalk and driveway approaches where necessary, and sodding. (Assessable Reconstruction Paving Fund -- $355,000; Nonassessable Reconstruction Paving Fund -- $ 400,000)  The total estimated cost for this project including the requested amount is $781,000.  This project is anticipated to be completed during the 2007 construction season.

 

N. 24th St. (West Side) - W. North Ave. to W. Medford Ave. (ST211050152) File Number 050024: Asphalt pavement resurfacing, replace all curb and gutter, sidewalk and driveway approaches, sodding, and tree removal where necessary. (Assessable Reconstruction Paving Fund -- $19,000; Nonassessable Reconstruction Paving Fund -- $25,000).  The total estimated cost for this project including the requested amount is $47,500.  This project is anticipated to be completed during the 2007 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That upon receipt of a petition and waiver from the property owner, water service laterals will be installed for the following tax key 426-0132-000-7, for the property located at 1207-1325 W. Canal St. (WT420070004). (Assessable Water Fund $15,000); and, be it

 

Further Resolved, That upon request by property owners the special assessments for water main, sanitary and storm sewers in N. 121st St. and in W. Flagg Ave. be deferred until application for connection to said mains are made for tax keys: 181-9983-3, 181-0541-6, 181-9986-300-9, 181-9986-100-6.  Cost for deferred charges shall be in accordance with City Charter (14.18 and 12.10); and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects: ST211060137, ST211070169, ST211070163, ST211070165, ST211070167, ST211070168, ST210060101, WT410061126/WT420070003, SW170060110, ST212070105, ST211050153, ST211020112, and ST211050152 will be billed after January 1, 2009, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That project ST211050107 will be billed after January 1, 2010, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2007 Paving Program:
