- Analysis -

 

This resolution authorizes and directs the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation (WISDOT) for the programming and construction of East Oklahoma Avenue from South Chase Avenue to South Clement Avenue with 80% Federal and/or State aid under the National Highway System Program. This resolution also directs the City Comptroller to transfer funds and establish project/grant chartfield values for the preliminary engineering for this project. The estimated total cost of the project is $1,316,500, of which the City's share is $263,300. The estimated preliminary engineering cost for this project is $187,000, of which the City's share is $37,400.

 

 

BODY:

Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation (WISDOT) along with an agreement to be executed by the City of Milwaukee for the programming and construction of East Oklahoma Avenue between South Chase Avenue and South Clement Avenue with Federal and/or State aid under the National Highway System Program; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute an agreement for the programming and construction of East Oklahoma Avenue between South Chase Avenue and South Clement Avenue with Federal and/or State aid under the National Highway System Program, a copy of which is attached to Common Council Resolution File Number 990271, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the improvement of the aforementioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to enter into an agreement with the WISDOT pertaining to the cost participation for the installation and/or modification of traffic control facilities in conjunction with the improvement of the aforementioned project; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to install the traffic control facilities necessary in conjunction with the aforementioned project following the execution of the traffic control agreement the cost of which will be included in a future resolution; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (Expenditure) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
