This resolution authorizes and directs the Department of Public Works-Forestry Division to expend $104,000 from its Concealed Irrigation and General Landscaping/City Boulevards account for the purpose of restoring full irrigation service to boulevards in the following streets:
 
W. Appleton Avenue (Burleigh St. to Capitol Dr.)
 
W. Grantosa Drive (76th St. to Appleton Ave.)
 
W. Hampton Avenue (Sherman Blvd. to 68th St.)
 
W. Highland Avenue (27th St. to 35th St.)
 
N. 17th Street (State St. to Fond du Lac Ave.)
 
This resolution also directs the Forestry Division to suspend all installation of bed-only boulevard irrigation systems until the Division receives further direction from the Common Council.
BODY:
Whereas, The use of full irrigation systems (i.e., systems that water both flower beds and turf), as opposed to bed-only irrigation systems, is essential for maintaining healthy, attractive green space in Milwaukee's boulevards throughout the growing season; and
 
Whereas, The Department of Public Works-Forestry Division has implemented a policy of converting full irrigation boulevards to bed-only irrigation boulevards whenever a boulevard-type street is reconstructed; and
 
Whereas, To date, the Forestry Division has already converted the following boulevards to bed-only irrigation:
 
W. Appleton Avenue (Burleigh St. to Capitol Dr.)
 
W. Grantosa Drive (76th St. to Appleton Ave.)
 
W. Highland Avenue (27th St. to 35th St.)
 
N. 17th Street (State St. to Fond du Lac Ave.)
 
; and
 
Whereas, Conversion of the boulevard on W. Hampton Avenue (Sherman Blvd. to 68th St.) from full irrigation to bed-only irrigation has also commenced; and
 
Whereas, On July 25, 1997, the Common Council adopted File Number 970605, a resolution directing the Forestry Division to suspend all installation of bed-only irrigation systems until the Division receives further direction from the Council; and
 
Whereas, The Forestry Division estimates the cost of converting these 5 boulevard segments back to full irrigation to be $104,000; and
 
Whereas, As of September 8, 1997, the unencumbered balance in the Forestry Division's Concealed Irrigation and General Landscaping/City Boulevards account (account number 31-758-0203) was $230,505.13; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is authorized and directed to expend $104,000 from the Concealed Irrigation and General Landscaping/City Boulevards account (account number 31-758-0203) for the purpose of restoring full irrigation (turf and beds) to the following boulevard segments:
 
W. Appleton Avenue (Burleigh St. to Capitol Dr.)
 
W. Grantosa Drive (76th St. to Appleton Ave.)
 
W. Hampton Avenue (Sherman Blvd. to 68th St.)
 
W. Highland Avenue (27th St. to 35th St.)
 
N. 17th Street (State St. to Fond du Lac Ave.)
 
; and, be it
 
Further Resolved, That the Forestry Division is authorized and directed to convert the Hampton Avenue segment to full irrigation before December 31, 1997; and, be it
 
Further Resolved, That the Forestry Division is authorized and directed to install full irrigation systems along the other 4 boulevard segments before May 31, 1998, or as early as practicable; and, be it
 
Further Resolved, That the Forestry Division is directed to suspend all installation of bed-only boulevard irrigation systems until the Division receives further direction from the Common Council.
