Analysis
This resolution authorizes the Health Department to apply for, accept and fund the MBCAP Well Women Health Initiative Grant project from the State of Wisconsin Division of Health and Family Services in the amount of $164,502 with $131,384 provided by the grantor and $33,118 provided by the City.  The purpose of the project is to expand the scope of the Wisconsin Women's Cancer Control Program beyond its current focus of breast and cervical cancer screening to include health promotion and risk reduction for cardiovascular disease, osteoporosis, diabetes, mental illness and domestic violence.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Division of Health and Family Services to expand the scope of the Wisconsin Women's Cancer Control Program beyond its current focus of breast and cervical cancer screening to include health promotion and risk reduction for cardiovascular disease, osteoporosis, diabetes, mental illness and domestic violence; and
 
Whereas, The operation of this grant project from 01/01/02 to 12/31/02 would cost $164,502 with $131,384 (80%) provided by the grantor and $33,118 (20%) provided by the City; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2002 Special Revenue- Grant and Aid Projects, the following amount for the project titled MBCAP - Well Women Health Initiative:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2.  Expend from the 2002 grant budget funds for items of equipment as may be deemed necessary for the effective operation of the program;
 
3.  Expend from the 2002 grant budget funds for training and out-of-town travel by departmental staff;
 
4.      Expend from the 2002 grant budget funds for contracts and leases as required by the program; and, be it
 
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance, C.C. File 010468, should be amended as follows:

To expire 12/31/02 unless the MBCAP Well Women Health Initiative Grant is extended. X-Ray Technician III position is also funded by the Breast and Cervical Cancer Screening Grant; and
 
Amend footnote (JJ) as follows:
 
To expire 09/30/02 unless the Breast and Cervical Cancer Grant, available from the State of Wisconsin Division of Health and Family Services, is extended.  Driver position is also funded by the Cancer Control Coordination Grant, and X-Ray Technician III is funded by the Well Women Health Initiative Grant.
