This resolution authorizes the Commissioner of Public Works to execute two (2) documents titled "State/Municipal Agreement for a Preliminary Engineering Project" with the Wisconsin Department of Transportation for the programming and construction of the rehabilitation of two (2) bridge projects with Federal and/or State aid under the Local Bridge Replacement Program. The bridges are: West Cherry Street Bridge over the Milwaukee River and West Kilbourn Avenue Bridge over the Milwaukee River. The agreements will allow the projects to be undertaken with 80 percent Federal and/or State funds for preliminary engineering and construction costs. This resolution establishes the necessary subaccounts for preliminary engineering for the two (2) projects. The total estimated preliminary engineering cost is $622,000, of which the City's share is $124,400.

Whereas, Preliminary approval for preliminary engineering has been requested and received from the Wisconsin Department of Transportation (WISDOT) along with agreements to be executed by the City of Milwaukee for the programming and construction of the rehabilitation of the following projects with Federal and/or State aid under the Local Bridge Replacement Program:

Whereas, Further Federal and/or State participation for construction of the aforementioned projects will have to be requested in the future; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized and directed to execute the agreements for the programming and construction of the rehabilitation of the two (2) aforementioned projects with Federal and/or State aid under the Local Bridge Replacement Program, copies of which are attached to Common Council Resolution File Number 972004, and are incorporated in this resolution by reference as though set forth in full, and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized and directed to undertake or to engage a consultant to undertake preliminary engineering for the improvement of the two (2) aforementioned projects and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That it is the Common Council's intention to seek Federal and/or State funds in the future for construction for the two (2) aforementioned projects and the Commissioner of Public Works is hereby authorized and directed to seek Federal and/or State funding and execute such agreements for those projects; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary accounts for preliminary engineering for these projects (Expenditure and Revenue) and transfer to any of these accounts the amount required under the grant agreements and City accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the Grantor's Share and Local Share or $5,000, whichever is greater and to transfer the corresponding offsetting estimated revenue as follows:
