Title

Analysis

This resolution approves the Milwaukee Aerotropolis Development Plan Summary, amends the Southeast Side Comprehensive Area Plan to include the Plan Summary as part of the City's Overall Comprehensive Plan and directs City departments and agencies to work toward implementation of the Comprehensive Plan, as amended.

Body

Whereas, General Mitchell International Airport (the “Airport”) is a key regional economic driver and community asset on Milwaukee’s Southeast Side, and its presence and economic impacts helped shape the recommendations of the City of Milwaukee’s Southeast Side Comprehensive Area Plan (“SESCAP”); and

 

Whereas, On October 29, 2008, the Common Council adopted File No. 080641, which approved the SESCAP as an element of the City of Milwaukee Comprehensive Plan; and

 

Whereas, Since the adoption of the SESCAP, the nine municipalities surrounding the Airport, including the City of Milwaukee (“City”), have collaborated with Milwaukee County, The Gateway to Milwaukee and a number of public and private sector partners to establish Aerotropolis Milwaukee to advance shared development goals for the area; and

 

Whereas, The Gateway to Milwaukee engaged the Southeastern Wisconsin Regional Planning Commission (“SEWRPC”) to develop a coordinated plan to guide Aerotropolis Milwaukee partners in land use and transportation decisions impacting the areas around the Airport, with a goal of furthering the economic future of the area and capitalizing on the advantages of the Airport and existing area amenities; and

 

Whereas, The MKE Aerotropolis Development Plan was released by The Gateway to Milwaukee and SEWRPC in February of 2017, incorporating significant input from Gateway members to ensure that the final document reflected the shared vision for communities around the Airport; and

 

Whereas, The MKE Aerotropolis Development Plan made detailed land use, transportation and economic development recommendations for all nine participating Aerotropolis municipalities; and

 

Whereas, The recommendations for those priority areas within the plan document that fall within the City advance and refine the overall goals of the SESCAP; and

 

Whereas, The Gateway to Milwaukee and SEWRPC are encouraging all Aerotropolis Milwaukee municipalities to adopt the recommendations of the MKE Aerotropolis Development Plan as part of their comprehensive plans to memorialize the commitment of each municipality to partnering on the implementation of the plan goals and to ensure that land use decisions are consistent with plan recommendations; and

 

Whereas, The Department of City Development (“DCD”) has worked with The Gateway to Milwaukee and SEWRPC to prepare a summary of MKE Aerotropolis Development Plan recommendations that are applicable to areas within the City and this summary is the Milwaukee Aerotropolis Development Plan Summary (“MADPS”), a copy of which is attached to this Common Council File; and

 

Whereas, The MADPS was created to supplement the City's existing SESCAP that contains the Aerotropolis area in order to identify future Airport-oriented growth and economic development strategies, attract new businesses to the area and ensure coordinated land use policies across neighboring municipalities; and

 

Whereas, The creation of the MADPS involved public outreach, input and cooperation with public and neighborhood stakeholders consistent with the City’s adopted Public Participation Procedure for Comprehensive Planning that was followed in the development of the City's thirteen Comprehensive Area Plans; and

 

Whereas, On September 21, 2004, the Common Council adopted File No. 040565, setting forth an Evaluation, Update and Amendment Procedure for amending Comprehensive Area Plans; and

 

Whereas, That procedure, including a properly noticed public hearing, has been followed; now, therefore, be it

 

Resolved, That the Common Council of the City of Milwaukee, approves the Milwaukee Aerotropolis Development Plan Summary, as recommended by the City Plan Commission, and amends the Southeast Side Comprehensive Area Plan, with the inclusion of the MADPS as an element of the City's Overall Comprehensive Plan; and, be it

 

Further Resolved, That the amended Comprehensive Area Plan, as approved, shall include as an appendix a text reference to consult the MADPS as a supplement to provide further guidance and serve as the basis for decision-making by the Common Council in its consideration of matters related to and located within the Aerotropolis area; and, be it

 

Further Resolved, That DCD, the Department of Neighborhood Services, the Department of Public Works and other appropriate City departments and agencies are directed to work toward implementation of the MADPS; and, be it

 

Further Resolved, That the Commissioner of DCD is authorized to send copies of the MADPS to the parties identified in it as having responsibility for implementation for their reference and use.
