Substitute ordinance to amend the 1999 offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 980575 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration-Administration Division, Office of Community Block Grant Administration"; add footnote "(X)" to one position of "Administrative Specialist-Senior (A)"; and under "Budget and Management Division", delete one position of "Economist/Statistician" and add one position of "City Economist (Y)"; under "Milwaukee Printing and Records", delete footnote designation "(Y)" from one position of "Microfilm Technician II."
Under "Assessor's Office, System and Administration Division", add footnote designation "(Y)" to one position of "Assessment Analysis Manager (X)" and one position of "Systems and Administration Supervisor (X)."
Under "City Attorney, Administrative Division", add one position of "Office Assistant II" and under "Legal Division", add one position of "Assistant City Attorney (A)(Y)."
Under "Department of City Development, General Management & Policy Development Decision Unit, Urban Development Section", add one position of "Neighborhood Economic Development Coordinator" and under "Information Systems Services", add footnote designation "(Y)" to one position of "Microcomputer Coordinator-Senior."
Under "Health Department, Administration Decision Unit, Payroll Unit", add one position of "Accounting Assistant I"; under "Planning and Service Integration Section", delete one position of "Network Services Coordinator-Sr." and add one position of "Network Services Coordinator-Jr."; under "Environmental Health Division", delete one position of "Epidemiologist (X)(Y)", one position of "Environmental Scientist (PP)", one position of "Environmental Health Technology Manager (Y)", four positions of "Environmental Hygienist" and one position of "Office Assistant II"; under "Lead Based Paint Hazard Control Grant (S)", add one position of "Lead Project Coordinator (S)(Y)", one position of "Program Assistant II (S)", two positions of "Environmental Health Specialist II (S)" and one position of "Contractor Outreach Specialist (S)"; under "Milwaukee Fetal Infant Mortality Review Grant", add one position of "Health Project Coordinator (X)" and add footnote "(M)" as follows: "To expire 9/30/99 unless the Milwaukee Fetal Infant Mortality Review Grant, available from the Black Health Coalition of Wisconsin, is extended."; Delete the name "Department of Neighborhood Improvement and Inspection" and insert the name "Department of Neighborhood Services."

Under "Police Department, Administration Decision Unit, Technical Services Bureau, Communications Maintenance Division", delete one position of "Police Electronic Technician" and add one position of "Electronic Technician"; amend footnote "(S)" to read: "(S) State Beat Patrol Grant: To expire 12/31/99 unless the Beat Patrol Grant, available from the State of Wisconsin, Office of Justice Assistance is extended."; amend footnote "(T)" to read: "El Protector Program Grant. To expire 9-30-99 unless the El Protector Grant is extended"; and under "Operations Decision Unit, Vice Control Division", add two positions of "Police Officer."
Under "Department of Public Works-Administrative Services Division, Technology Support Services", delete one position of "Network Supervisor" and add one position of "Telecommunications Analyst-Associate."
Under "DPW-Buildings & Fleet Division, Fleet Services Section", add five positions of "Field Service Mechanic" and delete four positions of "Vehicle Service Technician Heavy (B)"; under "Operations Section, Auxiliary Positions", delete 14 positions of "Heavy Tractor Operator", 193 positions of "Truck Driver (3.5 Tons & Over) and 30 positions of "Light Tractor Operator"; and add 32 positions of "Snow Operator Light."
Under "DPW-Sanitation Division, Field Operations", add six positions of "Sanitation Supervisor."
Under "Water Works, Plants Decision Unit, Linnwood Maintenance" delete six positions of "Water Buildings & Grounds Laborer" and add two positions of "Water Labor Crew Leader" and under "Auxiliary Positions", delete four positions of "Water Department Laborer (0.25 FTE)" and add nine positions of "Water Department Laborer."
Part 2. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 3. The provisions of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1999 (December 27, 1998).
Part 4. This ordinance will take effect and be in force from and after Pay Period 1, 1999 (December 27, 1998).
