Title:
Resolution relative to application, acceptance and funding of a Milwaukee Area Human Trafficking Task Force Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Milwaukee Area Human Trafficking Task Force Grant from the US Department of Justice, Bureau of Justice Assistance in the amount of $295,865, with a city share of $103,095 and a grantor share of $192,770. The purpose of this project is to fund a detective’s position within the Police Department to work with federal and local law enforcement partners, as well as victim service agencies, to identify and investigate the trafficking of human persons into the Milwaukee area for illegal purposes.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, Bureau of Justice Assistance; and
Whereas, The operation of this grant from 10/01/05 to 09/30/08 would cost $295,865, of which $103,095 (35%) would be provided by the city and $192,770 (65%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the US Department of Justice, Bureau of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Milwaukee Area Human Trafficking Task Force:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
Further Resolved, That the Common Council directs that the 2005 positions ordinance, C.C. File 040459 should be amended as follows:
