Melvina st., N. 52nd st., N. 53rd St. (ST212230101) Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. Individuals also present: Ald. Rainey said that according to survey, 2 owners are against of the project and 2 in favor and that it depends on how many neighbors are present to testify. There were no neighbors present. Ald. Stamper moved approval. There were no objections. 8th Aldermanic District Alley betw. W. Burnnam st., W. Rogers st., S. 19th St. S. 20th St. (s 1212220111) Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. Ms. Rutenbeck said that Ald. Zamarripa is in support. Ald. Westmoreland moved approval. There were no objections. 9th Aldermanic District N. Hastings St. — W. Acacia St. to W. Denver Av. (ST211210225) Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding (8' width of tree border area), and grading. Ms. Rutenbeck said that the survey was favorable but that Ald. Taylor does not support the project. Ald. Westmoreland moved withdrawal. There were no objections. 10th Aldermanic District Alley betw. W. Galena st., W. Vliet st., N. 51st st., N. 52nd St. (ST212220117) Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. Ms. Rutenbeck said that the survey was favorable and that Ald. Murphy supports the project. Ald. Westomoreland moved approval. There were no objections. 14th Aldermanic District Alley betw. S. Graham St., E. Homer St., S. Kinnickinnic Ave., E. Otjen St. (ST212180105) Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. Neighbors in support: Adam Molitor - 522 E Otjen St. - said that it is needed but that he wishes that those who requested or filed permits for mayor capital improvements pay for it. Ellen and Tim Quale - 600 E Otjen St. Gene Seidler - 606 E Otjen St. Individuals also present: Ms. Rutenbeck said that 32 properties were surveyed: 5 in favor and 2 in opposition. Ald. Westmoreland move approval. There were no objections.

Title

Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $666,330.  The total estimated cost of these projects is $1,305,000.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

7th Aldermanic District

 

Alley betw. W. Capitol Dr., W. Melvina St., N. 52nd St., N. 53rd St. (ST212230101) File Number 221940: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $63,440; Nonassessable Alley Paving Fund -- $127,000). The total estimated cost for this project including the requested amount is $375,000. This project is anticipated to be completed during the 2024 construction season.

 

8th Aldermanic District

 

Alley betw. W. Burnham St., W. Rogers St., S. 19th St. S. 20th St. (ST212220111) File Number 220617: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $44,500; Nonassessable Alley Paving Fund -- $140,000). The total estimated cost for this project including the requested amount is $350,000. This project is anticipated to be completed during the 2024 construction season.

 

10th Aldermanic District

 

Alley betw. W. Galena St., W. Vliet St., N. 51st St., N. 52nd St. (ST212220117) File Number 220870: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $11,975; Nonassessable Alley Paving Fund -- $60,000). The total estimated cost for this project including the requested amount is $135,000. This project is anticipated to be completed during the 2024 construction season.

 

14th Aldermanic District

 

Alley betw. S. Graham St., E. Homer St., S. Kinnickinnic Ave., E. Otjen St. (ST212180105) File Number 230423: Concrete alley pavement reconstruction, replace some abutting walk or driveway approaches, grading, storm drainage facilities, and permeable pavement as necessary. (Assessable Alley Paving Fund - $69,415; Nonassessable Alley Paving Fund -- $150,000). The total estimated cost for this project including the requested amount is $445,000. This project is anticipated to be completed during the 2024 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That projects Alley W. Capitol Dr. (ST212230101), Alley W. Burnham St. (ST212220111), Alley W. Galena St. (ST212220117), Alley S. Graham St. (ST212180105) will be billed after January 1, 2026, but not before 12 months after the project contract has been completed; and, be it

 

Further Resolved, That the following projects be deleted from the 2024 Paving Program: N. Hastings St. (ST211210225).
