Analysis

This resolution directs the Department of City Development to coordinate with BIDs and NIDs to determine which BIDs and NIDs use the most police resources and explore ways to recover the costs of those resources through BID and NID special assessments.

Body

Whereas, The City of Milwaukee currently has 32 active business improvement districts (“BIDs”) and 10 active neighborhood improvement districts (“NIDs”); and

 

Whereas, The Department of City Development administers and oversees the City’s BID and NID programs; and

 

Whereas, The BIDs and NIDs make varying degrees of use of Milwaukee Police Department services and resources to prevent crime and address public safety issues; and

 

Whereas, The costs of providing these Police Department services and resources to BIDs and NIDs are borne by all Milwaukee taxpayers, not just those owning property in the BIDs and NIDs; and

 

Whereas, It may be possible to amend the operating plans to various BIDs and NIDs to provide for the use to BID and NID special assessments to recover a portion of the costs of Police Department resources provided to those districts; and

 

Whereas, The 2025 Budget was adopted by Common Council File Number 240001 on November 8, 2024; and

 

Whereas, Amendment 11 placed a footnote in the 2025 Budget stating, “The Department of City Development shall determine which Business and Neighborhood Improvement Districts (BIDs and NIDs) most heavily utilize Police resources and explore opportunities for those BIDs and NIDs to help contribute to the expenses for providing those services.”; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is directed to coordinate with BIDs and NIDs to determine which BIDs and NIDs use the most police resources and to explore ways to recover the costs of Police Department services to BIDs and NIDs through BID and NID special assessments; and, be it

 

Further Resolved, That the Department of City Development shall present its findings and recommendations to the Common Council within 90 days of adoption of this resolution.
