Substitute ordinance to amend the 1998 offices and positions in the City Service under control of the Common Council.
BODY:
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 970831 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Administration Division, Office of Community Block Grant Administration", delete one position of "Administrative Specialist (A)(X)(Y), add one position of "Administrative Specialist-Senior (A)(X), add footnote designations "(X)" to one position of "Management Accountant (A)" and "(Y)" to one position of "Enterprise Community Grant Coordinator" and one position of "Administrative Specialist-Senior."
Under "Department of Administration, Central Services Division, Administration Section", delete one position of "MIS Financial Officer."
Under "Building Inspection, Code Enforcement Inspection", add one position of "Code Enforcement Inspector I(X)."
Under "Common Council-City Clerk, Central Administration Division", delete one position of "CDBG Fiscal Analyst -Senior"; under "Legislative Reference Bureau Division, Fiscal Review Section", add one position of "Fiscal Review Analyst-Sr."
Under "Municipal Court, Courtroom Proceedings", add one position of "Municipal Court Clerk I (0.5 FTE)(Z)" and add footnote "(Z)" to read: "(Z) Position is not to be filled until release of Special Purpose Account funding by Common Council no later than 4/7/98." and under "Management and Administration", delete one position of "Program Assistant II" and add one position of "Network Specialist I."
Under "Department of City Development, Public Housing Programs Decision Unit, Community Services Section", add footnote designation "(Y)" to one position of "Community Services Manager" and one position of "Youth and Family Services Manager", under "Community Planning & Development Services Decision Unit, Neighborhood Economic Development", add footnote designation "(Y)" to one position of "Neighborhood Development Analyst-Sr." and under "Redevelopment" add footnote designation "(Y)" to one position of "Real Estate Specialist."
Under "Election Commission", delete one position of "Office Assistant II" and add one position of "Office Assistant III."
Under "Department of Employee Relations-Operations Division, add footnote designation "(Y)" to four positions of "Human Resource Manager."
Under "Employes' Retirement System, Membership- Retirements-Termination", add one position of "Medical Benefits Assistant III."
Under "Fire Department, Supporting Services Decision Unit, Bureau of Construction and Maintenance", delete one position of "Office Assistant IV" and add one position of "Office Coordinator"; under "Bureau of Instruction and Training", delete one position of "Program Assistant I" and add one position of "Office Coordinator II."
Under "Health Department, Administration Decision Unit, SURVNET Grant", add one position of "Office Assistant II" and create footnote "(V)" to read: "To expire 9/30/98 unless the SURVNET Grant, available from the Wisconsin Division of Health and Family Services, is extended."; under "Public Health Services Decision Unit, Breast Cancer Awareness Program Grant", delete footnote designation "(Y)" from one position of "Site Coordinator (X)(KK)"; under "Childhood Lead Poisoning Prevention Grant", delete one position of "Office Assistant II (W)"; under "Cardiovascular Risk Reduction Grant", delete one position of "Office Assistant II (.5 FTE)" and add one position of "Office Assistant II (.25 FTE)" and amend footnote "(I)" as follows: "To expire 9-30-98 unless the Cardiovascular Risk Reduction Grant, available from the Wisconsin Department of Health and Family Services, is extended. .4 FTE of Public Health Educator funded by O&M."; under "HIV Women's Project", add one position of "Public Health Nurse (X)" and create footnote "(L)" as follows: "To expire 7-31-98 unless the HIV Women's Project Grant, available from the Medical College of Wisconsin, is extended."; under "Consumer Protection and Environmental Health Decision Unit, Childhood Lead Poisoning Prevention Grant", delete two positions of "Environmental Health Specialist II (W)"; under "South Station", add one position of "Vector & Nuisance Control Officer I(X)"; and under "Northwest", add one position of "Environmental Health Specialist II(X)(OO)" and add footnote "(OO)" to read: "(OO) One position shall remain vacant until there is legislation enacted to increase fees to recover 100% of the salary, fringe benefit and auto allowance costs of the position."
Under "Library, Administrative Services Decision Unit, Technical Services Bureau", Investigation and Call Director Section", delete one position of "Library Investigator (X)" and add one position of "Library Security Investigator (X)" and under "Central Library Services Decision Unit", add one position of "Custodial Worker II-City Laborer"; under "Registration/Book Return Section", add one position of "Library Circulation Assistant II"; under "Interlibrary Services Grant", add one position of "Library Circulation Assistant I (H)" and two positions of "Circulation Aide (1,000 DLH)(H): and amend footnote "(H)" to read: "To expire 6/30/98 unless the Interlibrary Services Grant, available from the Wisconsin Department of Public Instruction and MCFLS, is extended."

Under "Department of Public Works-Administrative Services Division, Administration Section", add one position of "Accounting Assistant I" and delete one position of "Office Assistant II"; under "Auxiliary Positions", add one position of "Accounting Assistant I"; under "Parking Fund", add footnote designation "(Y)" to one position of "Parking Operations Manager" and under "Technology Support Services", add footnote designation "(Y)" to one position of "Public Works Informations Systems Manager" and one position of "Telecommunications Engineer."
Under "Department of Public Works-Buildings and Fleet Division, Administration Section, Fleet Store Rooms", add one position of "Vehicle Parts Clerk II", under "Fleet Services Section", delete one position of "Garage Attendant", under "Auxiliary Positions", add five positions of "Vehicle Service Technician" and two positions of "Auto Mechanic Supervisor II", delete one position of "Vehicle Service Technician-Heavy", four positions of "Auto Mechanic Supervisor I" and two positions of "Auto Mechanic Supervisor III", under "Operations Section", add 13 positions of "Truck Driver (3.5 Tons & Over)" and under "Auxiliary Positions", add seven positions of "Truck Driver (3.5 Tons & Over)."
Under "Department of Public Works-Forestry Division, Field Operations", delete three positions of "Office Assistant III" and add three positions of "Office Assistant IV" and add footnote designation "(Y)" to one position of "City Forestry Services Manager."
Under "Department of Public Works-Infrastructure Services Division-Field Operations-Support Services Decision Unit, Auxiliary Personnel", add one position of "Plant Mechanic III" and under "Construction Decision Unit, Contract Administration", delete one position of "Accounting Assistant I" and add one position of "Office Assistant IV."
Under "Department of Public Works-Sanitation Division, Administration", add footnote designation "(Y)" to one position of "Operations Manager" and one position of "Administration and Projects Manager" and under "Field Operations", add one position of "Sanitation Worker" and delete 12 positions of "Driver Loader (D)" and under "Auxiliary Personnel", delete seven positions of "Driver Loader (C)."
Under "Department of Public Works-Water Works, Business Decision Unit, Accounting Services Section, Auxiliary Positions", add one position of "Business Operations Manager" and one position of "Personnel Payroll Assistant I"; under "Engineering Decision Unit, Water Mains Design", delete one position of "Engineering Technician V" and add one position of "Civil Engineer II."
Part 2. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 3. The provisions of this ordinance are deemed to be in force and effect from and after Pay Period 1, 1998 (December 28, 1997).
Part 4. This ordinance will take effect and be in force from and after Pay Period 1, 1998 (December 28, 1997).
