TITL:

Substitute resolution relative to funding community development activity in the City of Milwaukee.

 

 

ANLS:

This resolution authorizes the Community Block Grant Administration to revise and submit its revised Annual Action Plan to the U.S. Department of Housing and Urban Development for the City of Milwaukee's 1997 Community Development entitlement programs. In addition, this resolution authorizes the Community Block Grant Administration to execute and implement the projects designated in the revised Annual Action Plan.

BODY:

Whereas, The Community Development Policy Committe has at its meeting on June 9, 1997 approved 1996 CDBG entitlement funds to be reprogrammed for use in 1997; and

 

Whereas, This File will authorize the submission of a revised 1997 Annual Action Plan for the Community Development Block Grant available under Title I of the Housing and Community Development Act of 1974 (as amended); and now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Community Block Grant Administration (CBGA) is hereby authorized to submit to the United States Department of Housing and Urban Development a revised 1997 Annual Action Plan pursuant to Title I of the Housing and Community Development Act of 1974 (as amended), as well as any other related documentation required by the Department of Housing and Urban Development; and, be it

 

Further Resolved, That the sub-recipients and amounts under the Community Development Block Grant Program be authorized and awarded for purposes and conditions approved by the Community Development Policy Committee as follows:

Further Resolved, That the City Comptroller is

authorized to:

 

1.   Create a Special Revenue Fund - Grant and Aid

Projects and the necessary expenditure and revenue

accounts; appropriate to those accounts the amount

required under the grant agreement and transfer the

corresponding offsetting estimated revenue;

 

2.   Establish the necessary grant performance

submeasures; and, be it

 

Further Resolved, That these funds are appropriated to

the Community Block Grant Administration which is

authorized to:

 

1.   Expend from the amount appropriated sums for

specified purposes as indicated in the grant budget and

incur costs consistent with the award date;

 

2.   Enter into subcontracts and leases as detailed in

the grant budget; and, be it

 

Further Resolved, That all other terms and conditions

specified in Common Council resolutions File Number

961043, 961045, 961046, 961047, 961048, 961049 be and

remain unchanged; and, be it

 

Further Resolved, that all departments/agencies are

required to submit budget and activity reports in amounts

and according to any conditions approved by the Common

Council and the Mayor in conformance with File Number

74-92-5v to the Community Block Grant Administration and

the City Comptroller for their review and approval; and,

be it

 

Further Resolved, That the Block Grant Director of the

Community Block Grant Administration is hereby authorized

on behalf of the CITY and the Community Block Grant

Administration, to execute, deliver, publish, file and

record such documents, instruments, notices and records

and to take such other actions as shall be necessary or

desirable to implement the City's 1997 Community

Development Program in accordance with the revised 1997

Annual Action Plan, including but not limited to the

Community Block Grant Administration's determinations as

to whether funds be awarded in the form of grants or

loans, and determinations of payback provisions, interest

rates, amortization schedules, collateral security

requirements (if any), forgiveness of debt, and release

of collateral; and, be it

 

Further Resolved, That except as modified by this

resolution, the guidelines for handling the Community

Development Block Grant Program set forth in Common

Council File Number 74-92-5v is fully applicable to the

1997 Community Development Block Grant Program.
