Title

Substitute resolution relative to the acceptance and funding of the 2026 Lead Detection Grant from the State of Wisconsin Department of Health Services.

 

 

Analysis

Substitute resolution authorizes the Health Department to accept, and fund the 2026 Lead Detection Grant from the State of Wisconsin Department of Health Services in the amount of $253,643 with a City share of $0 and a grantor share of $253,643. The funding will provide for a portion of staffing to provide case management and state-mandated follow-up for lead-poisoned children.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services to provide case management and state-mandated follow-up for lead-poisoned children; and

 

Whereas, The operation of this grant program from January 1, 2026 to December 31, 2026 will cost $253,643 comprised of $253,643, or 100%, grantor share and $0, or 0%, City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2026 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2026 Consolidated Lead Detection:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and,

 

2.                     Expend from the 2026 grant budget funds for specific items of equipment; and,

 

3.                     Expend from the 2026 grant budget funds for training and out-of-town travel by departmental staff; and, be it

 

Further Resolved, That the Common Council directs that the 2026 Positions Ordinance C.C. File Number 250699, should be amended as follows:
