Resolution relative to application, acceptance and funding of a Women, Infants and Children's Grant. (Health Dept.)

ANLS:

This resolution authorizes the Health Department to apply for, accept and fund a Women, Infants and Childrens Grant project from the Wisconsin Department of Health and Social Services through the United States Department of Agriculture in the amount of $1,472,079 with a city share of $337,692 and a grantor share of $1,134,387. The purpose of the project is to prevent nutrition-related health problems and to improve the health status of low-income, at-risk pregnant or breast-feeding women, infants and children up to the age of five years.

BODY:

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health and Social Services through the United States Department of Agriculture for supplemental nutritious food and nutrition education; and

 

Whereas, The operation of this grant project (CFDA #10.557) from 10/01/98 to 09/30/99 would cost $1,472,079 of which $337,692 (23%) would be provided by the city and $1,134,387 (77%) would be provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health and Social Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Encumber in the parent accounts of the 1998 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Women, Infants and Childrens Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;

 

3. Establish the necessary grant performance submeasures; and, be it

 

Further Resolved, That these funds are appropriated to the Health Department which is authorized to:

 

1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Expend from the 1998 grant budget funds for training and out-of-town travel by departmental staff; and, be it

 

Further Resolved, That the Common Council directs that the 1998 Positions Ordinance, C.C. File 970831, should be amended as follows:

 

HEALTH DEPARTMENT PUBLIC HEALTH SERVICES DECISION UNIT Women, Infants and Childrens' Grant

 

Add:

 

(1) Clinic Assistant (X)

 

Delete:

 

(1) Office Assistant III (1) Office Assistant II

 

Amend footnote (C) as follows:

 

To expire 09/30/99 unless the Women, Infants and Childrens' Grant, available from the Wisonsin Department of Health and Family Services is extended. This grant also funds .25 FTE of the Nutritionist Coordinator and .5 FTE Nutritionist position located in the Chronic Disease Division.
