Analysis

This resolution directs the Department of City Development and Assessor's Office to work with the Department of Administration, Mayor's Office, and other relevant parties to redesign the City’s PILOT program.

Body

Whereas, Wisconsin law defines properties eligible for tax exemption, and owners of properties that meet the legal criteria for exemption are not required to pay local property taxes; and

 

Whereas, Under state law, exempt property owners may choose to make a “payment in lieu of taxes”, or PILOT; and

 

Whereas, These payments acknowledge that, while tax-exempt owners are not required to pay taxes, they nevertheless benefit from local government services they receive, and choose to support through the PILOT payment; and

 

Whereas, Currently, the City has a number of PILOT agreements, including agreements with the Housing Authority of the City of Milwaukee, Milwaukee School of Engineering and Wisconsin Center District; and

 

Whereas, Despite the City’s current portfolio of PILOT agreements, the program remains under-utilized, particularly when compared to programs in cities like Boston; and

 

Whereas, The 2024 Budget was adopted by Common Council File Number 230001 on November 3, 2023; and

 

Whereas, Amendment 3 placed a footnote in the 2024 Budget directing the “Department of City Development and Assessor's Office to work with the Department of Administration, Mayor's Office, and other relevant parties to redesign the PILOT program”; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development and Assessor's Office to work with the Department of Administration, Mayor's Office, and other relevant parties to redesign the City’s PILOT program; and, be it

 

Further Resolved, That the Department of City Development and the Assessor's Office shall present the finalized plan to the Common Council within 6 months of adoption of this resolution.
