Resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $139,500 for a total estimated cost of these projects being $11,117,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $139,500 with the total cost estimated to be $11,117,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st and 4th Aldermanic Districts
N. 27th St. and W. Highland Ave. (SM499220012) Bioretention Maintenance Contract. (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $50,000. This project is anticipated to be completed during the 2022 construction season.
6th Aldermanic District
E./W. Ring St. - N. Achilles St. to N. 2nd St. (SM495220011) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000) The total estimated cost of this project including the requested amount is $174,000. This project is anticipated to be completed during the 2022 construction season.
7th and 15th Aldermanic Districts
N. Sherman Blvd. (SM499220013) Bioretention Maintenance Contract. (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $50,000. This project is anticipated to be completed during the 2022 construction season.
11th Aldermanic District
Area bounded by W. Harrison Ave., W. Kinnickinnic River Pkwy, S. 60th St. and S. 72nd St. (SM494220010) Foundation drain disconnection. (Nonassessable Infiltration/Inflow Reduction Fund -- $55,000). The total estimated cost of this project including the requested amount is $1,484,000. This project is anticipated to be completed during the 2022 construction season.

2022 Northside Bioretention Maintenance Contract (SM499220001) Bioretention maintenance (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $295,000. This project is anticipated to be completed during the 2022 construction season.
2022 Southside Bioretention Maintenance Contract (SM499220011) Bioretention maintenance (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $170,000. This project is anticipated to be completed during the 2022 construction season.
15th Aldermanic District
N. 13th St. - W. Fond Du Lac Ave. to W. Brown St. (SM495220012) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000) The total estimated cost of this project including the requested amount is $179,000. This project is anticipated to be completed during the 2022 construction season.
City Wide
Administration cost for street paving engineering (ST211200001) File Number 191263. (Nonassessable Reconstruction Paving Fund - additional funds, $500). These funds are needed to close out the 2020 paving administration account. The total budget for the 2020 paving program was $7,100,000.
Administration cost for Sidewalk Replacement (ST230210001) File Number 211085: Laying concrete walk. Doing all necessary grading pertaining to said work. (Non- Assessable Sidewalk Reconstruction Paving Fund -- additional funds, $5,000). These funds are needed to close out the 2021 sidewalk administration account. The total 2021 budget for the sidewalk replacement program was $1,500,000.
City of Greenfield
W. Beloit Rd. - S. 124th St. to S. Wollmer Rd. (WT410220002) Hydrant alterations. (Nonassessable Water Fund Budget Line 5010 -- $1,000. Nonassessable Water Fund Budget Line 6410 -- $14,000). The total estimated cost of this project including the requested amount is $115,000. This project is anticipated to be completed during the 2022 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
