Resolution relative to application, acceptance and funding of a COPS Technology 2009 Gunshot Locator Grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a COPS Technology 2009 Gunshot Locator Grant from the United States Department of Justice, Community Oriented Policing Services in the amount of $650,000, with a grantor share of $650,000 and a city share of $0. The purpose of this grant is to purchase two gunshot locator systems.

Whereas, Pursuant to the Catalog of Federal Domestic Assistance, Program 16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Community Oriented Policing Services for a COPS Technology 2009 Gunshot Locator Grant; and
Whereas, The operation of this grant from 9/1/09 to 12/31/12 would cost $650,000, to be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2009 Special Revenue-Grant and Aid Projects, the following amount for the program titled: COPS Technology 2009 Gunshot Locator Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
