Title
Resolution authorizing the Commissioner of Public Works and Comptroller to execute two Project Agreements with the Wisconsin Department of Transportation to fund preliminary engineering for the two projects and to fund construction and procurement costs for the Bike Share Phase 2 project using Congestion Mitigation Air Quality program funds in various Aldermanic Districts with a total estimated preliminary engineering cost for the two projects of $497,589 with a grantor share of $398,071 and a City share of $99,518 and construction costs for the Bike Share Phase 2 project of $378,171 with a grantor share of $302,537 and a City share of $75,634 and procurement costs for the Bike Share Phase 2 Project of $1,249,230 with a grantor share of $999,384 and a City share of $249,846.
Analysis
Resolution authorizing the Commissioner of Public Works and Comptroller to execute two Project Agreements with the Wisconsin Department of Transportation to fund preliminary engineering for the two projects and to fund construction and procurement costs for the Bike Share phase 2 project using Congestion Mitigation Air Quality program funds in various Aldermanic Districts. The total estimated cost of the projects is $2,174,990 with a grantor share of $1,739,992 and a City share of $434,998. The total estimated preliminary engineering cost for the two projects is $497,589 with a grantor share of $398,071 and a City share of $99,518 and the construction costs for the Bike Share Phase 2 project is $378,171 with a grantor share of $302,537 and a City share of $75,634 and the procurement costs for the Bike Share phase 2 Project is $1,249,230 with a grantor share of $999,384 and a City share of $249,846. Construction costs for the Computer optimization traffic signals project will be in a future resolution.
Body
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with two Project Agreements to be executed by the City of Milwaukee, for the Computer Optimization Traffic Signals project and the Bike Share Phase 2 project under the 2016-2020 Congestion Mitigation Air Quality program; and
Whereas, The Computer Optimization Traffic Signals project will optimize traffic signals, minimize vehicle emissions, and reduce fuel consumption at 135 signalized intersections Citywide as shown in the attached maps; and
Whereas, The Bike Share Phase 2 project will allow an alternative to motor vehicles for short distance trips within the City, reducing traffic congestion and vehicle emissions with at least 26 stations Citywide: and
Whereas, The Wisconsin Department of Transportation has submitted two Project Agreements for execution by the City of Milwaukee for the design, construction, and procurement of:

; and
Whereas, The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute two Project Agreements for the programming, design, and construction of aforementioned projects with Congestion Mitigation Air Quality program funds, copies of which are attached to and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the above-mentioned projects, which is anticipated to begin in 2016, and to reimburse the Wisconsin Department of Transportation for preliminary engineering costs they incur for the improvements; and, be it
Further Resolved, That Department of Public Works shall request in a future resolution funding for the construction phase of the Computer Optimization Traffic Signals project under a Local Force Account agreement; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project (expenditure) and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
