Title

Resolution relating to the application, acceptance, and funding of a Private Property Inflow and Infiltration grant from the Milwaukee Metropolitan Sewerage District (MMSD) for a project at various locations throughout the City of Milwaukee.

Analysis

This resolution authorizes the Commissioner of the Department of Public Works to apply and accept an MMSD grant funding in the amount of $999,000, for an Inflow and Infiltration (I/I) Demonstration project. The purpose of the project is to reduce the amount of I/I in the sanitary sewer system, ultimately reducing the chances of basement backups to residents in the project area.

Body

Whereas, The City of Milwaukee (City) is eligible to accept funding from the MMSD through the MMSD’s Private Property Inflow and Infiltration (I/I) reduction program; and

 

Whereas, The work proposed for this area is for the rehabilitation of approximately 50 sanitary building sewers (laterals) and replacement of approximately 10 lead water service laterals; and

 

Whereas, This program is 100% voluntary; and

 

Whereas, MMSD has offered to reimburse the City with grant funds not to exceed $999,000; and

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept and execute grant funding for the I/I reduction project without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it

 

Further Resolved, That the Private Property Infiltration and Inflow Reduction agreement (M10005MI09) submitted to this file are hereby approved, and City personnel, including the DPW Commissioner, are authorized: (i) to cause the City to enter those documents in the same form, or in substantially the same form and substance, as have been submitted to this file; and (ii) to take such further acts as may be contemplated or required to be taken by the City thereunder so as to carry out the intent and purpose of this resolution; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, Infrastructure Services Division which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget as long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
