Analysis
This ordinance extends a pilot program which expired November 30, 2007, to test the efficacy of procedures to suspend the 24-hour restriction upon highways designated for 2-sided, night parking. The pilot program is extended for an additional period beginning March 1, 2008 and ending November 30, 2008. The geographic area to be included in the pilot program is also extended from the original pilot program in the 3rd aldermanic district to include that area of the 4th aldermanic district that has been designated as the N. Prospect Ave. - E. Ogden Ave. commuter parking impacted area.
The original pilot area was identified in File # 060100 as those streets are within the rectangle bounded by and including N. Jefferson St., E. Pleasant St., East Ogden St. and N. Franklin Pl. Those blocks included in the original pilot area are:

During the course of the extended pilot program, vehicles will not be permitted to remain standing in one place on highways in the pilot area for more than 5 days consecutively. All other parking restrictions and parking permit requirements shall remain in effect in the pilot area including metered parking, hourly restrictions and parking prohibitions.
The extended pilot program will begin on March 1, 2008, and end on December 1, 2008. The commissioner of public works will provide a report to the common council prior to December 31, 2008, relating to the efficacy and impact of the program and making recommendations.
Body
Whereas, Residents of areas in which 2-sided night parking is allowed are often employed within walking distance of their homes; and
Whereas, Residents who are otherwise permitted to park overnight and throughout the day in their neighborhoods are currently required to move their vehicles to another parking place on the street before the expiration of 24 hours; and
Whereas, Moving parked vehicles to other on-street locations to comply with the 24-hour parking restriction does not reduce parking congestion, but does increase traffic and vehicle emissions; and
Whereas, Encouragement of transportation alternatives that include walking, bicycling and mass transit, is beneficial to the City of Milwaukee, promotes a healthier urban environment and contributes to the well-being of its citizens; and
Whereas, Common Council File # 060100, passed July 12, 2006, established a pilot program in the 3rd aldermanic district to permit vehicles to remain standing in one place on the highway for not more than 5 days consecutively: and
Whereas, The pilot program needs further evaluation and refinement; now, therefore
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 101-27-1.5 of the code is repealed and recreated to read:
101-27. All Night Parking.
1.5. EXCEPTION; PILOT PROGRAM. a. The restriction provided in sub. 1-a that was suspended through November 30, 2007, shall be further suspended for the period beginning March 1, 2008 through November 30, 2008, for purposes of extending a pilot parking program to permit vehicles to stand in one place on a highway in pilot program areas for not more than 5 days consecutively during the course of the pilot program. All other parking restrictions and parking permit requirements currently in force or which may be enacted shall remain in effect in pilot program areas. The pilot parking program areas include those bounded by and including both sides of the boundary streets:
a-1. N. Jefferson St., E. Pleasant St., East Ogden St. and N. Franklin Pl.
a-2. East Ogden Ave., N. Prospect Ave., E. Wells St. and N. Milwaukee St.
b. The commissioner of public works shall provide a report to the common council not later than December 31, 2008, concerning the efficacy of the extended pilot program and its impact on parking enforcement procedures together with recommendations.
