The resolution was amended to 1) insert the names of Berdie Cowser, Harold Ince, Keon Jackson, Ralph Jordan and Rick Toney into the paragraph listing the candidates to be brought forward to the HACM Board, and 2) to add a Further Resolved clause “FURTHER RESOLVED, that HACM’s Executive Search Committee hereby withdraws Resolution File Number R13705, approved January 6, 2026, which contains certain recommendations made to the Board that the Board has yet to formally receive and accept, and replaces the recommendations in that resolution with the recommendations made herein; and, be it“
Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) is a public body, corporate and politic, duly created, organized and existing under the provisions of Wisconsin State Statutes 66.1201; and
WHEREAS, HACM has engaged The Organizational Leadership Edge (TOLE) to assist HACM with its search for a permanent Secretary-Executive Director; and
WHEREAS, HACM’s Board of Commissioners has created an Executive Search Committee comprised of both Board Commissioners and individuals with subject-matter expertise from outside HACM in an effort to transparently seek input from various community stakeholders during the process of selecting the permanent Secretary-Executive Director; and
WHEREAS; all business transacted by the Committee shall be carried on by the adoption of an appropriate resolution, properly introduced, moved for adoption and duly seconded, voted and recorded by roll call and entered upon the minutes of the Committee; and,
WHEREAS, HACM’s Board of Commissioners has the sole authority over the selection and oversight of HACM’s Secretary-Executive Director and will make the final determination over any finalists to be interviewed; now therefore be it
RESOLVED, based on its review of candidates, that HACM’s Executive Search Committee forwards the names of the following candidates to the HACM Board of Commissioners for consideration to be invited to finalist interviews for the position of Secretary-Executive Director: Berdie Cowser, Harold Ince, Keon Jackson, Ralph Jordan and Rick Toney; and, be it
FURTHER RESOLVED, that HACM’s Executive Search Committee hereby withdraws Resolution File Number R13705, approved January 6, 2026, which contains certain recommendations made to the Board that the Board has yet to formally receive and accept, and replaces the recommendations in that resolution with the recommendations made herein; and, be it
FURTHER RESOLVED, that the Committee recommends that the Board empower the Board Chair to schedule various stakeholder events and meetings prior to the Board’s interviews of the recommended candidates; and be it
FURTHER RESOLVED; the Committee reiterates that it shall have no authority and shall not be authorized to act on behalf of the Board beyond the authority expressly to them by the Board and under no circumstances shall the Committee have final decision-making over the selection finalist candidates and of the permanent Secretary-Executive Director selected as such authority shall rest solely with the Board.
