Substitute resolution seeking introduction and passage of state legislation to increase the list of the highest eligible applicants for consideration in City Civil Service positions.

- Analysis -

 

This resolution directs the Intergovernmental Relations Division - Department of Administration to seek introduction and passage of state legislation amending s. 63.39, Wis. Stats., to allow those responsible for making City hiring decisions to consider a larger pool of candidates. The person acting as appointing officer for management or non-management Civil Service positions would be permitted to select from the 10 highest, eligible candidates on the City's eligibility list for that position.

 

 

BODY:

Whereas, Section 63.39, Wis. Stats., restricts the number of eligible applicants the City's appointing officers may consider for any position; and

 

Whereas, The City of Milwaukee is committed to developing and maintaining a diverse workforce, drawn from the broadest possible range of qualified candidates; and

 

Whereas, Many potential employes have interpersonal and other skills which may not be evident until they are afforded an opportunity to be interviewed; and

 

Whereas, Even using the best evaluative techniques available, a large pool of potential candidates may receive scores so similar that they become statistically insignificant; and

 

Whereas, It is in the City of Milwaukee's best interest to offer its appointing officers the greatest range of potential employes possible; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Relations Division - Department of Administration seek introduction and passage of state legislation amending s. 63.39, Wis. Stats., to allow those responsible for filling both management and non-management Civil Service positions to select from the 10 highest, eligible candidates on the City's eligibility list for that position.
