Title
Substitute resolution authorizing the Department of Employee Relations to execute contracts for dental insurance benefits for City employees.
Analysis
This resolution authorizes the Department of Employee Relations to execute contracts with dental insurance carriers for the provision of dental benefits for City of Milwaukee employees.
Body
Whereas, The City of Milwaukee currently provides dental benefits to employees through three different dental plan options including two Dental Maintenance Organization (DMO) plans offered through CarePlus and Delta Dental and a PPO dental plan through Delta Dental; and
Whereas, The current contracts with Delta Dental and CarePlus, expire December 31, 2022; and
Whereas, The City contributes a fixed amount of the total dental premium and works to limit increases to the employee share by issuing periodic RFPs to ensure high quality benefits at a competitive rate; and
Whereas, The Department of Employee Relations worked with the City’s benefits consultant to complete a request for proposal process; and
Whereas, A review team worked with the City’s benefits consultant to review and evaluate the proposal responses; and
Whereas, Of the viable respondents for the DMO plan, Delta Dental and CarePlus agreed to match the current plan designs and offered the most competitive rates along with a three year rate guarantee; and
Whereas, Of the viable respondents for the PPO plan, Delta Dental agreed to match the current plan design and offered the most competitive rates along with a three year rate guarantee; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a three year contract for dental insurance benefits for City employees with Delta Dental and CarePlus beginning January 1, 2023 with the option of a two year contract extension.
