Title

Substitute resolution adopting a Flood Mitigation Plan for the City of Milwaukee.

 

Analysis

With this resolution the City adopts a Flood Mitigation Plan for the City of Milwaukee.  The plan was prepared under the terms of an agreement between the City and the Southeastern Wisconsin Regional Plan Commission (SEWRPC).  Grant funds were used to pay for SEWRPC's efforts with the City providing an in-kind match.  The plan catalogues previous flooding problems in the city, describes what is being done about them by the City, MMSD and others, outlines alternatives for additional flood mitigation improvements, and lists actions individual property owners can take to reduce the potential for flood damage to their property.  Preparation and adoption of the plan is required by the Federal Emergency Management Administration for the City to be eligible for any future federal flood disaster assistance.

 

Body

Whereas, The City of Milwaukee must adopt a Flood Mitigation Plan in order to remain eligible for federal flood disaster assistance in the event of a major flood occurrence; and

 

Whereas, The City of Milwaukee received a $6,000 planning grant from the Federal Emergency Management Administration to prepare such a plan; and

 

Whereas, The City then entered into an agreement with the Southeastern Wisconsin Regional Plan Commission whereby SEWRPC would prepare the plan with in-kind assistance from the City; and

 

Whereas, The Flood Mitigation Plan for the City of Milwaukee has now been completed; and

 

Whereas, The Plan has been reviewed and found to be satisfactory by the funding agency; and

 

Whereas, A copy of the Plan is attached to this file; and

 

Whereas, Copies of the Plan have been sent to MMSD and other agencies involved in local storm water management activities; and

 

Whereas, The Plan catalogues past flooding events in the City, lists improvements being made by MMSD, the City and others to mitigate flooding problems, outlines alternatives for additional flood mitigation improvements, and identifies steps individual property owners can take to reduce the potential for flood-related damage to their property; and

 

Whereas, The flood plain maps now applicable along waterways in the City are premised on old information dating back to 1987; and

 

Whereas, The plan incorporates these maps but anticipates that more accurate flood plain maps will be completed in the near future; and

 

Whereas, The City is currently basing much of its land use and public infrastructure planning on the assumption that existing flood plain maps will soon be revised; and

 

Whereas, The Common Council desires new flood plain maps to be completed and adopted, and the Flood Mitigation Plan for the City of Milwaukee to be revised accordingly; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Flood Mitigation Plan for the City of Milwaukee is hereby approved; and, be it

 

Further Resolved, That the City Engineer be and is hereby authorized and directed to take such steps as are necessary to complete and adopt new flood plain maps and to update the Flood Mitigation Plan for the City of Milwaukee at the earliest possible time;

 

and, be it

 

Further Resolved, That the appropriate City Officials are hereby directed to consider the recommendations of the Flood Mitigation Plan for the City of Milwaukee in their planning and programming of storm water management facilities.
