This resolution directs the Department of Public Works-Forestry Division to suspend all installation of bed-only boulevard irrigation systems until the Division receives further direction from the Common Council. The resolution also directs the Forestry Division to prepare an estimate of the cost of changing all bed-only irrigation systems to full irrigation systems and to prepare a report on the feasibility and cost of using dual-valve irrigation systems. The cost estimate and report shall be submitted to the Council no later than August 25, 1997.
 
 
BODY:
Whereas, Milwaukee's landscaped boulevards, which are known for their healthy green grass, attractive ornamental trees and shrubs and colorful flower beds, have long been a source of pride for city residents; and
 
Whereas, Any significant reduction in maintenance of the City's boulevards will have a negative impact on the quality of life for Milwaukee residents; and
 
Whereas, In August, 1996, the Department of Public Works-Forestry Division produced a "Comprehensive Boulevard Study" which called for reducing the cost of maintaining the City's landscaped areas (primarily boulevards) and for placing all boulevards in 3 maintenance-level categories, 2 of which would not have full turf irrigation; and
 
Whereas, The use of full irrigation systems, as opposed to bed-only irrigation systems, is essential for maintaining healthy, attractive green space in Milwaukee's boulevards throughout the growing season; and
 
Whereas, On July 11, 1997, the Common Council adopted File Number 970493, a resolution authorizing and directing the Department of Public Works-Forestry Division to prepare a written report on the City's past, current and future boulevard maintenance practices and expenditures and to submit such report to the Common Council within 45 days; and
 
Whereas, It is imperative that changes in the City's boulevard irrigation systems be halted until the report required by File Number 970493 is completed, since that report will give the Common Council a more complete understanding of where the City is headed in terms of boulevard maintenance and enable the Council to make 1998 budget decisions that are in keeping with its commitment to keeping boulevard maintenance at a high level; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works- Forestry Division is directed to suspend all installation of bed-only boulevard irrigation systems until the Division receives further direction from the Common Council; and, be it
 
Further Resolved, That this directive shall not apply to preliminary installation work necessary for any type of boulevard irrigation system; and, be it
 
Further Resolved, That the Forestry Division is authorized and directed to prepare an itemized cost estimate for replacing bed-only irrigation systems with full (turf) irrigation systems on all boulevards where bed-only irrigation systems have already been installed; and, be it
 
Further Resolved, That the Forestry Division is further authorized and directed to prepare a report on the feasibility and cost of using "dual-valve" irrigation systems, with the cost being compared to the costs of bed-only and full irrigation systems; and, be it
 
Further Resolved, That the Forestry Division shall submit this cost estimate and report to the Common Council no later than August 25, 1997.
