Substitute resolution relating to the allocation of space in the City of Milwaukee Safety Academy to the Milwaukee Police Historical Society for the storage and display of the Society's collection of law enforcement artifacts and memorabilia.

This resolution provides that the following spaces in the City of Milwaukee Safety Academy, 6680 North Teutonia Avenue, shall be assigned to the Milwaukee Police Historical Society for current and future storage and display of the Society's collection of law enforcement artifacts and memorabilia:
 
1. The western corridor of the 1st floor (the corridor which affords access to room 17) from the north entrance to room 188 south to the southern corridor of the 1st floor (the corridor which affords access to rooms 158 and 159).
 
2. The southern corridor of the 1st floor from the western corridor of the 1st floor to the eastern corridor of the 1st floor (the corridor which affords access to room 182).
 
3. The eastern corridor of the 1st floor from the central entrance to room 182 south to the southern corridor of the 1st floor.
 
4. Rooms C and D adjoining room 235 (library) on the 2nd floor.
 
 
BODY:
Whereas, The Milwaukee Police Historical Society ("Historical Society") was incorporated in June, 1996; and
 
Whereas, The goals of the Historical Society include:
 
1. Promoting and preserving the rich history of the Milwaukee Police Department.
 
2. Educating the public regarding law enforcement ideals and history.
 
3. Increasing awareness of the history of the Milwaukee Police Department through displays, events, publications, tours, lectures and meetings.
 
; and
 
Whereas, To achieve these goals, the Historical Society has collected, preserved, maintained, stored and displayed a vast collection of law enforcement artifacts and memorabilia at the City of Milwaukee Safety Academy ("Safety Academy"), 6680 North Teutonia Avenue; and
 
Whereas, The Historical Society's collection of artifacts and memorabilia, including Milwaukee Police Band items jointly maintained by the Historical Society and the Police Band, is currently displayed in wood-framed, glass-doored display cases along the western and southern corridors of the 1st floor of the Safety Academy; and
 
Whereas, These display cases were built for the Historical Society by the Department of Public Works-Bureau of Bridges and Public Buildings (now Buildings and Fleet Division) and installed with the permission of former Chief of Police Philip Arreola; and
 
Whereas, The Historical Society presently uses rooms C and D adjoining room 235 (library) of the Safety Academy for storage purposes; and
 
Whereas, The Historical Society anticipates a future need for additional space to display its artifact and memorabilia collection; and
 
Whereas, The eastern 1st-floor corridor of the Safety Academy would be a suitable location for future installation of Historical Society display cases; and
 
Whereas, Common Council File Number 71-162-p, adopted July 28, 1972, assigned each room in the then-newly-acquired Safety Academy to one of 5 categories:
 
1. Police Department jurisdiction.
 
2. Fire Department jurisdiction.
 
3. Joint Police/Fire jurisdiction.
 
4. Mechanical and custodial use (DPW-Bureau of Bridges and Public Buildings).
 
5. Space reserved for future expansion.
 
; and
 
Whereas, In addition to allocating space in the Safety Academy to these 5 categories, File Number 71-162-p also described the corridors, elevators, stairs and restrooms in the Safety Academy as "exempt" and "unassignable," thereby indicating that the corridors where the Historical Society's display cases are now located are not under the jurisdiction of any particular City department or other entity; and
 
Whereas, On April 10, 1973, the Common Council adopted File Number 71-162-w, a resolution assigning 2 unused rooms in the Safety Academy to the Central Board of Purchases; and
 
Whereas, The Common Council's actions in Files 71-162-p and 71-162-w clearly indicate that the Council has the authority to assign space in the Safety Academy to whichever entities it deems to be appropriate occupants; and
 
Whereas, The Department of Public Works-Buildings and Fleet Division's current space allocation drawings for the Safety Academy (dated August 17, 1999) assign space in the Safety Academy to 5 categories (Buildings and Fleet Division; joint Police/Fire use; common; Police Department; Fire Department) and show the western, southern and eastern 1st-floor corridors described above as being allocated for common use; and
 
Whereas, The Common Council finds that the Historical Society's collection of artifacts and memorabilia is an invaluable resource for past, present and future Milwaukee Police Department personnel, as well as for the community at large; and
 
Whereas, The Common Council finds that, in order to ensure the preservation and proper maintenance of the Historical Society's artifact and memorabilia collection, it is essential that specific, secure locations for the storage and display of such items be designated; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the following spaces in the City of Milwaukee Safety Academy, 6680 North Teutonia Avenue, shall be assigned to the Milwaukee Police Historical Society for current and future storage and display of the Society's collection of law enforcement artifacts and memorabilia:
 
1. The western corridor of the 1st floor (the corridor which affords access to room 17) from the north entrance to room 188 south to the southern corridor of the 1st floor (the corridor which affords access to rooms 158 and 159).

Further Resolved, That the Department of Public Works-Buildings and Fleet Division shall continue to provide maintenance services for the Safety Academy areas herein assigned to the Milwaukee Police Historical Society.
