Title:
Resolution relative to application, acceptance and funding of a Project Safe Neighborhoods, Juvenile Firearm Prosecution Program Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Project Safe Neighborhoods, Juvenile Firearm Prosecution Program Grant from the United States Attorney of the Eastern District of Wisconsin by the United States Department of Justice, through the State of Wisconsin, Office of Justice Assistance in the amount of $21,219. The purpose of this project is to initiate, support and advance law enforcement efforts to reduce gun-related crime and violence.

Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the United States Attorney of the Eastern District of Wisconsin by the United States Department of Justice, through the State of Wisconsin, Office of Justice Assistance for a Project Safe Neighborhoods, Juvenile Firearm Prosecution Program Grant; and

Whereas, The operation of this grant from 08/01/05 to 07/31/06 would cost $21,219, which is to be provided by the grantor; and

Whereas, The Milwaukee Police Department will utilize overtime funding to reduce the number of gun-related crimes in the City of Milwaukee by developing criminal cases against those who distribute firearms to juveniles; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the United States Attorney of the Eastern District of Wisconsin by the United States Department of Justice, through the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it

Further Resolved, That the City Comptroller is authorized to:



1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Project Safe Neighborhoods Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
