Resolution relative to the acceptance and funding of a Wisconsin Department of Natural Resources grant to support Public Works Yard Best Management Practices - Phase II projects related to storm water management.
Analysis
This resolution authorizes the Department of Public Works, Buildings and Fleet Services to accept and fund an Urban Nonpoint Source Water Pollution Abatement and Stormwater Management Grant Program from the Wisconsin Department of Natural Resources in the amount of $300,000 with a City share of $150,000 and a grantor share of $150,000. The purpose of the project is to fund the installation of Public Works Yard Best Management Practices at various locations. Funding under this grant will enable the City to control pollutants and improve water quality.
Body
Whereas, The City of Milwaukee is eligible for grant funds from the Department of Natural Resources for the Urban Nonpoint Source Water Pollution Abatement and Stormwater Management Grant Program; and
Whereas, The City has submitted an Urban Nonpoint Source Water Pollution Abatement and Stormwater Management Grant Program application to the Wisconsin Department of Natural Resources (WDNR) for the projects; and
 
Whereas, The WDNR has offered the City an Urban Nonpoint Source Water Pollution Abatement and Stormwater Management Grant (Grant Number USC-M102-40251-05) for cost sharing on the projects; and
Whereas, The operation of this grant, between January 1, 2005, and December 31, 2006, would cost $300,000, of which $150,000 (50%) is being offered by the WDNR and the local out-of-pocket City share required to receive the grant is $150,000 (50%); and
 
Whereas, It would appear that the City involvement in a grant aid project involving storm water quality would result in the following major benefits to the City: controlling pollutants entering the City's storm sewer system and improving water quality; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the WDNR is authorized and the Department of Public Works, Buildings and Fleet Services shall accept this grant without further Comrnngn Council approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
1.   Commit funds within the Capital Project/Grant Parent Account of the 2005 Special Revenue Grant and Aids Projects, fund the following amounts for the project/program titled Department of Natural Resources for Nonpoint Source Water Pollution Abatement Nonpoint Source Grant Program:

Further Resolved, That these funds are appropriated to the Department of Public Works, Buildings and Fleet Services, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That Buildings and Fleet Services commits $150,000 to fund the project titled Department of Natural Resources for Nonpoint Source Water Pollution Abatement Nonpoint Source Grant Program:

Further Resolved, That the Commissioner of Public Works of the Department of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That these funds are budgeted for the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant and incur costs consistent with the grant; and, be it
Further Resolved, That the reimbursement amount received from the WDNR be deposited in accordance with procedures established by the City Comptroller.
