Title
Substitute ordinance to further amend the 2006 offices and positions in the City Service under control of the Common Council.
Analysis
This substitute ordinance makes positions changes to the following departments: Common Council - City Clerk; Department of Administration; Mayor’s Office; Health Department and Department of Public Works, Administrative Services Division.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 050457 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2006 - January 1, 2006):
Under “Department of Administration, Office of the Director”, delete one position of “Administration & Research Specialist” and add one position of “Program Assistant III” and one position of “Emergency Government Coordinator (A)” and add footnote “(A)” to read as follows: “To expire 3/31/07 unless the Urban Areas Security Initiative Program Grant, available from the U.S. Department of Homeland Security, is extended”; under “Community Development Grants Administration Division”, delete one position of “Grant Manager” and add one position of “Grant Compliance Manager (Y).”
Under “Common Council-City Clerk, Central Administration Division, Council Records Section”, delete one position of “Lead Staff Assistant” and add one position of “Staff Assistant”; under “License Division”, delete one position of “License Specialist” and add one position of “Customer Service Representative II.”
Under “Mayor, Administration”, delete one position of “UASI Emergency Government Coordinator (B)” and delete footnote “(B)” in its entirety; add one position of “Environmental Sustainability Director.”
Under “Department of Public Works, Administrative Services Division, Finance and Planning Section”, delete one position of “Program Assistant II” and add one position of “Human Resources Assistant” and delete ten positions of “Personnel Payroll Assistant II” and add ten positions of “Personnel Payroll Assistant III.”
Part 2. Section 1 of ordinance File Number 050457 relative to offices and positions in the City Service is hereby amended as follows:
Under “Common Council - City Clerk, Central Administration Division, Auxiliary Positions”; delete six positions of “Auxiliary Legislative Service Aide” and add fifteen positions of “Auxiliary Legislative Service Aide (A)” and add footnote “(A)” to read as follows: “No more than one Auxiliary Legislative Service Aide position may be assigned to any aldermanic office at any one time.”
Under “Health Department, Healthy Behaviors and HealthCare Access Division”, change the title “Adolescent School Health Grant (J)” to “Adolescent Community Health Grant (J)” and delete one position of “Public Health Nurse Supervisor (X)(J)” and four positions of “Public Health Nurse (.8 FTE)(X)(G)(J)” and add three positions of “Public Health Nurse (.8 FTE)(G)(J)(MMM)” and one position of “Nutritionist Coordinator (X)(J)”; under “Maternal and Child Health Division, Immunization Action Plan Grant (DD)”, delete one position of “Public Health Nurse (X)(G)(DD)(H)” and one position of “Public Health Educator II (X)(DD)(P)(YY)” and add one position of “Public Health Nurse (G)(DD)(X)”; under “Disease Control and Prevention Division, Bioterrorism-Focus A Grant (A)”, delete one position of “Telecommunications Analyst-Associates (A)(BBB)”, and one position of “Public Health Nurse (X)(G)(A)(P)” and add one position of “Telecommunications Analyst-Associate (A)(P)”; under “Childhood Immunization Disparities Grant (YY)”; delete one position of “Health Access Assistant II (X)(YY)” and one position of “Public Health Nurse (.5 FTE)(X)(G)(YY)” and add one position of “Health Information Specialist (X)(YY)”, one position of “Public Health Nurse (X)(G)(YY)(DD)” and one position of "Public Health Educator II (X)(P)(YY)" and amend footnote “(YY)” to read as follows: “To expire 09/29/06 unless the Childhood Immunization Disparities grant is extended. Also, partially funds a Public Health Educator II and Public Health Nurse positions”; under “Bioterrorism - Focus CRI Grant (P)”, add one position of “Public Health Nurse (X)(G)(P)”; under “Home Environmental Health Division, Childhood Lead Detection Grant (Z)”, delete one position of “Health Services Assistant II (X)(Z)”; amend footnote “(A)” as follows: “To expire 12/31/06 unless the Bioterrorism-Focus A Grant is extended. Public Health Emergency Response Planning Coordinator also partially funded by the Bioterrorism-Focus CRI Grant”; delete footnote “(H)” in its entirety; amend footnote “(I)” to read as follows: “To expire 12/31/06 unless the Preventive Health Grant is extended”; amend footnote “(J)” as follows: “To expire 12/31/06 unless the Adolescent Community Health Grant is extended”; amend footnote “(P)” as follows: “To expire 12/31/06 unless the Bioterrorism - Focus CRI Grant is extended. Also, partially funds the Public Health Emergency Response Planning Coordinator”; amend footnote “(Z)” as follows: “To expire 12/31/06 unless the Childhood Lead Detection Grant is extended”; amend footnote “(DD)” as follows: “To expire 12/31/06 unless the Immunization Action Plan Grant is extended”; amend footnote “(KK)” as follows: “To expire 12/31/06 unless the MBCAP-Well Women Grant is extended”; amend footnote “(BBB)” to read as follows: “To expire 12/31/06 unless the Bioterrorism Grant Focus B is extended”; add footnote “(MMM)” as follows: “To expire 12/31/06 unless the Early Identification and Detection of Pregnancy Grant is extended. Grant partially funds a Public Health Nurse position.”
Under “Police Department, Administrative Services Decision Unit, Communications Division”, delete one position of “Police Alarm Operator (G)” and add one position of “Police Dispatcher (G).”
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2006 (January 1, 2006).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
